77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study by the Texas School Safety Center on public
1010 school emergency response maps.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 37.117, Education Code, as added by
1313 Chapter 896 (H.B. 3), Acts of the 88th Legislature, Regular
1414 Session, 2023, is amended to read as follows:
1515 Sec. 37.117. EMERGENCY RESPONSE MAP AND WALK-THROUGH. Each
1616 school district and open-enrollment charter school shall provide to
1717 the Department of Public Safety, the Texas School Safety Center,
1818 and all appropriate local law enforcement agencies and emergency
1919 first responders:
2020 (1) an accurate map of each district campus and school
2121 building that is developed and documented in accordance with the
2222 standards described by Section 37.351 related to developing site
2323 and floor plans, access control, and exterior door numbering; and
2424 (2) an opportunity to conduct a walk-through of each
2525 district campus and school building using the map described by
2626 Subdivision (1).
2727 SECTION 2. Subchapter D, Chapter 37, Education Code, is
2828 amended by adding Section 37.1171 to read as follows:
2929 Sec. 37.1171. EMERGENCY RESPONSE MAP STUDY. (a) In this
3030 section, "center" means the Texas School Safety Center.
3131 (b) The center shall conduct a study of the emergency
3232 response maps submitted to the center by a school district or
3333 open-enrollment charter school under Section 37.117. In conducting
3434 the study, the center shall:
3535 (1) review the types of maps received, including
3636 analyzing any variances in complexity or consistency of the maps;
3737 (2) identify the mapping options available for an
3838 emergency response map;
3939 (3) identify the information an emergency response map
4040 should include;
4141 (4) analyze the costs associated with creating an
4242 emergency response map based on the complexity of the map; and
4343 (5) consider input from school districts,
4444 open-enrollment charter schools, law enforcement agencies, and
4545 specialists in geospatial mapping techniques on the aspects of the
4646 maps that require improvement or standardization across school
4747 districts and open-enrollment charter schools.
4848 (c) Not later than September 1, 2026, the center shall
4949 prepare and submit to the governor, lieutenant governor, speaker of
5050 the house of representatives, and standing legislative committees
5151 with primary jurisdiction over primary and secondary education a
5252 written report on the results of the study and any recommendations
5353 for legislative or other action.
5454 (d) This section expires September 1, 2027.
5555 SECTION 3. This Act takes effect immediately if it receives
5656 a vote of two-thirds of all the members elected to each house, as
5757 provided by Section 39, Article III, Texas Constitution. If this
5858 Act does not receive the vote necessary for immediate effect, this
5959 Act takes effect September 1, 2025.
