| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Chapter 2306, Government Code, is amended by |
|---|
| 13 | 13 | | adding Subchapter QQ to read as follows: |
|---|
| 14 | 14 | | SUBCHAPTER QQ. HOMELESS DATA SHARING |
|---|
| 15 | 15 | | Sec. 2306.1151. HOMELESS DATA SHARING NETWORK. (a) Using |
|---|
| 16 | 16 | | available resources, the department in collaboration with the Texas |
|---|
| 17 | 17 | | Homeless Network shall implement a homeless data sharing network |
|---|
| 18 | 18 | | through which homeless response systems and data warehouse vendors |
|---|
| 19 | 19 | | are able to share and assess real-time data on homelessness |
|---|
| 20 | 20 | | throughout this state. |
|---|
| 21 | 21 | | (b) In implementing the homeless data sharing network, the |
|---|
| 22 | 22 | | department shall collaborate with health benefit plan issuers and |
|---|
| 23 | 23 | | managed care organizations to: |
|---|
| 24 | 24 | | (1) identify individuals experiencing homelessness; |
|---|
| 25 | 25 | | and |
|---|
| 26 | 26 | | (2) connect and refer those individuals to available |
|---|
| 27 | 27 | | services and resources, including housing navigation assistance, |
|---|
| 28 | 28 | | for the purpose of improving health outcomes. |
|---|
| 29 | 29 | | (c) The department shall ensure that information shared |
|---|
| 30 | 30 | | through the homeless data sharing network that is confidential |
|---|
| 31 | 31 | | under state or federal law is not disclosed. |
|---|
| 32 | 32 | | SECTION 2. This Act takes effect September 1, 2025. |
