88 AN ACT
99 relating to broadcast coverage agreements for postseason activity
1010 of students representing a University Interscholastic League
1111 member school.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter D, Chapter 33, Education Code, is
1414 amended by adding Section 33.0813 to read as follows:
1515 Sec. 33.0813. UNIVERSITY INTERSCHOLASTIC LEAGUE POSTSEASON
1616 BROADCAST AGREEMENTS. (a) In this section:
1717 (1) "Local broadcaster" means a radio or television
1818 station that broadcasts over radio, television, or a live streaming
1919 platform live or recorded audio or video coverage of student
2020 activity for a school in a local broadcast area, including a
2121 student-organized broadcast offered as an educational course or
2222 program by the school.
2323 (2) "Postseason activity" means a University
2424 Interscholastic League sponsored activity that occurs after the
2525 conclusion of a regular sport season, including a single game or
2626 tournament.
2727 (b) Notwithstanding any agreement executed by the
2828 University Interscholastic League authorizing a private entity to
2929 provide exclusive broadcast coverage for a postseason activity of
3030 students representing a member school, a local broadcaster may
3131 provide broadcast coverage of the postseason activity if the local
3232 broadcaster:
3333 (1) broadcasts a majority of the students' activities
3434 in a regular season under a valid agreement with the school; and
3535 (2) complies with any agreement executed under
3636 Subsection (c).
3737 (c) The University Interscholastic League may require a
3838 local broadcaster to execute an agreement to provide postseason
3939 broadcasting coverage authorized under Subsection (b) that
4040 includes provisions:
4141 (1) requiring the local broadcaster to pay reasonable
4242 compensation to the University Interscholastic League for a video
4343 broadcast;
4444 (2) requiring approval by the site hosting the
4545 postseason activity of the local broadcaster's coverage;
4646 (3) establishing limitations on the type of
4747 organizations the local broadcaster may arrange as sponsors for the
4848 broadcast; and
4949 (4) requiring the local broadcaster to provide
5050 competent and professional announcers for the broadcast.
5151 (d) The University Interscholastic League may not execute
5252 an agreement authorizing a private entity to provide exclusive
5353 postseason broadcast coverage that conflicts with this section.
5454 SECTION 2. Section 33.0813, Education Code, as added by
5555 this Act, applies only to an agreement between the University
5656 Interscholastic League and a local broadcaster to provide broadcast
5757 coverage of a postseason activity of students representing member
5858 schools that is entered into on or after the effective date of this
5959 Act.
6060 SECTION 3. This Act takes effect September 1, 2025.
