8	8	AN ACT
9	9	relating to a process for determining the rating level of certain
10	10	child-care facilities operated by providers participating in the
11	11	Texas Rising Star Program.
12	12	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
13	13	SECTION 1. Section 2308.3155, Government Code, is amended
14	14	by adding Subsection (b-3) to read as follows:
15	15	(b-3) The commission shall develop a process by which the
16	16	commission may apply the four-star rating level of an existing
17	17	child-care facility operated by a Texas Rising Star Program
18	18	provider to a new child-care facility opened by the provider in the
19	19	same city, postal code, or county. The new child-care facility may
20	20	retain the four-star rating level applied under this subsection for
21	21	not longer than six months after the date the provider opens the
22	22	facility. During the six months described by this subsection, the
23	23	provider must demonstrate the provider's efforts to ensure the new
24	24	child-care facility is able to meet eligibility requirements for
25	25	initial certification under the Texas Rising Star Program. The
26	26	process developed under this subsection must require that for a new
27	27	child-care facility to which this subsection applies:
28	28	(1) the provider obtains an initial permit from the
29	29	Health and Human Services Commission;
30	30	(2) the commission completes a full assessment of the
31	31	facility not later than six months after the date the provider opens
32	32	the facility; and
33	33	(3) the commission waives requirements related to
34	34	licensing history for the facility.
35	35	SECTION 2. This Act takes effect September 1, 2025.
