| 9 | 9 | | relating to the provision of services for individuals experiencing |

| 10 | 10 | | homelessness at certain locations. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Chapter 370, Local Government Code, is amended |
|---|
| 13 | 13 | | by adding Section 370.010 to read as follows: |
|---|
| 14 | 14 | | Sec. 370.010. NAVIGATION SERVICES PROHIBITED IN CERTAIN |
|---|
| 15 | 15 | | AREAS. (a) In this section: |
|---|
| 16 | 16 | | (1) "Institution of higher education," "playground," |
|---|
| 17 | 17 | | and "school" have the meanings assigned by Section 481.134, Health |
|---|
| 18 | 18 | | and Safety Code. |
|---|
| 19 | 19 | | (2) "Navigation services" means services that assist |
|---|
| 20 | 20 | | individuals experiencing homelessness to access shelter, meals, |
|---|
| 21 | 21 | | medical care, substance abuse treatment, mental health services, |
|---|
| 22 | 22 | | employment resources, housing placement, and other services |
|---|
| 23 | 23 | | necessary for reintegration into stable living conditions. |
|---|
| 24 | 24 | | (3) "Service provider" means a faith-based |
|---|
| 25 | 25 | | organization, nonprofit organization, or government-funded |
|---|
| 26 | 26 | | facility that provides navigation services. |
|---|
| 27 | 27 | | (b) A municipality or county shall prohibit a service |
|---|
| 28 | 28 | | provider from providing navigation services at a location or |
|---|
| 29 | 29 | | facility within 1.5 miles of an institution of higher education, |
|---|
| 30 | 30 | | playground, or school. |
|---|
| 31 | 31 | | SECTION 2. This Act takes effect September 1, 2025. |
