| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter Z, Chapter 39, Utilities Code, is |
|---|
| 13 | 13 | | amended by adding Section 39.9161 to read as follows: |
|---|
| 14 | 14 | | Sec. 39.9161. INTERCONNECTION OF ELECTRIC VEHICLES. (a) |
|---|
| 15 | 15 | | In this section: |
|---|
| 16 | 16 | | (1) "Electric vehicle" has the meaning assigned by |
|---|
| 17 | 17 | | Section 42.0102. |
|---|
| 18 | 18 | | (2) "Interconnection" means the right of an electric |
|---|
| 19 | 19 | | vehicle owner to physically connect the electric vehicle to an |
|---|
| 20 | 20 | | electricity distribution system and the technical requirements, |
|---|
| 21 | 21 | | rules, or processes for the connection. |
|---|
| 22 | 22 | | (b) The commission by rule may establish safety, technical, |
|---|
| 23 | 23 | | and performance standards for electric vehicles that may be |
|---|
| 24 | 24 | | interconnected. In adopting the rules, the commission shall |
|---|
| 25 | 25 | | consider standards published by the Underwriters Laboratories, the |
|---|
| 26 | 26 | | National Electrical Code, the National Electrical Safety Code, and |
|---|
| 27 | 27 | | the Institute of Electrical and Electronics Engineers. |
|---|
| 28 | 28 | | (c) The commission by rule may establish a program to allow |
|---|
| 29 | 29 | | the sale of electricity stored by an electric vehicle to the |
|---|
| 30 | 30 | | transmission grid and distribution system. The rules may authorize |
|---|
| 31 | 31 | | an electric utility or retail electric provider to contract with an |
|---|
| 32 | 32 | | electric vehicle owner so that: |
|---|
| 33 | 33 | | (1) electricity stored by the electric vehicle is made |
|---|
| 34 | 34 | | available for sale to the transmission grid and distribution |
|---|
| 35 | 35 | | system; and |
|---|
| 36 | 36 | | (2) the value of that electricity is credited to the |
|---|
| 37 | 37 | | electric vehicle owner. |
|---|
| 38 | 38 | | SECTION 2. This Act takes effect September 1, 2025. |
