77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the interconnection of electric vehicles to the ERCOT
1010 power grid.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter Z, Chapter 39, Utilities Code, is
1313 amended by adding Section 39.9161 to read as follows:
1414 Sec. 39.9161. INTERCONNECTION OF ELECTRIC VEHICLES. (a)
1515 In this section:
1616 (1) "Electric vehicle" has the meaning assigned by
1717 Section 42.0102.
1818 (2) "Interconnection" means the right of an electric
1919 vehicle owner to physically connect the electric vehicle to an
2020 electricity distribution system and the technical requirements,
2121 rules, or processes for the connection.
2222 (b) The commission by rule may establish safety, technical,
2323 and performance standards for electric vehicles that may be
2424 interconnected. In adopting the rules, the commission shall
2525 consider standards published by the Underwriters Laboratories, the
2626 National Electrical Code, the National Electrical Safety Code, and
2727 the Institute of Electrical and Electronics Engineers.
2828 (c) The commission by rule may establish a program to allow
2929 the sale of electricity stored by an electric vehicle to the
3030 transmission grid and distribution system. The rules may authorize
3131 an electric utility or retail electric provider to contract with an
3232 electric vehicle owner so that:
3333 (1) electricity stored by the electric vehicle is made
3434 available for sale to the transmission grid and distribution
3535 system; and
3636 (2) the value of that electricity is credited to the
3737 electric vehicle owner.
3838 SECTION 2. This Act takes effect September 1, 2025.
