77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the inclusion of civics instruction in public school
1010 government curriculum requirements for high school students.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 28.002, Education Code, is amended by
1313 adding Subsection (h-3) to read as follows:
1414 (h-3) In adopting the essential knowledge and skills for the
1515 government component of the social studies curriculum for high
1616 school students, the State Board of Education shall adopt essential
1717 knowledge and skills to develop each student's civic knowledge,
1818 including:
1919 (1) the role of governmental officials, including:
2020 (A) statewide elected officials;
2121 (B) county officials;
2222 (C) city councilors; and
2323 (D) other local governmental officials;
2424 (2) the voting process and election laws of this
2525 state;
2626 (3) the eligibility requirements to run for elected
2727 office in this state;
2828 (4) Robert's Rules of Order; and
2929 (5) the elected officials who represent the student at
3030 each level of government.
3131 SECTION 2. This Act applies beginning with the 2025-2026
3232 school year.
3333 SECTION 3. This Act takes effect immediately if it receives
3434 a vote of two-thirds of all the members elected to each house, as
3535 provided by Section 39, Article III, Texas Constitution. If this
3636 Act does not receive the vote necessary for immediate effect, this
3737 Act takes effect September 1, 2025.
