7	7	AN ACT
8	8	relating to the creation of a statewide Chronic Wasting Disease
9	9	plan.
10	10	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	11	SECTION 1. Chapter 11, Parks and Wildlife Code, is amended
12	12	by adding Subchapter Q to read as follows:
13	13	SUBCHAPTER Q. CHRONIC WASTING DISEASE IN DEER.
14	14	Sec. 11.501. ASSESSMENT BY THE TEXAS A&M COLLEGE OF
15	15	VETERINARY MEDICINE AND BIOMEDICAL SCIENCES. (a) The Texas A&M
16	16	College of Veterinary Medicine and Biomedical Sciences shall
17	17	evaluate the Texas Department of Parks and Wildlife's overall
18	18	Chronic Wasting Disease management since 2015 in general and the
19	19	department's implementation of the Texas Department of Parks and
20	20	Wildlife's August 2020 Chronic Wasting Disease Management Plan.
21	21	(b) The Texas A&M College of Veterinary Medicine and
22	22	Biomedical Sciences shall compare the Texas Department of Parks and
23	23	Wildlife's overall Chronic Wasting Disease management since 2015 in
24	24	general and the department's implementation of the Texas Department
25	25	of Parks and Wildlife's August 2020 Chronic Wasting Disease
26	26	Management Plan to:
27	27	(1) Other states' plans and policies related to Chronic
28	28	Wasting Disease in deer;
29	29	(2) Any national standards related to Chronic Wasting
30	30	Disease in deer; and
31	31	(3) Any generally accepted practices related to Chronic
32	32	Wasting Disease in deer.
33	33	(c) The Texas A&M College of Veterinary Medicine and
34	34	Biomedical Sciences shall create a Statewide Chronic Wasting
35	35	Disease Plan that describes plans and policies used by other
36	36	states, national standards, and any other generally accepted
37	37	practices related to Chronic Wasting Disease in deer.
38	38	(d) The executive director of the Texas Department of Parks
39	39	and Wildlife shall implement the practices described by the Texas
40	40	A&M College of Veterinary Medicine and Biomedical Sciences'
41	41	Statewide plan related to Chronic Wasting Disease in the state's
42	42	deer population.
43	43	(e) The Texas A&M College of Veterinary Medicine and
44	44	Biomedical Sciences shall monitor the Texas Department of Parks and
45	45	Wildlife's implementation of the Statewide Chronic Wasting Disease
46	46	Plan. The Texas A&M College of Veterinary Medicine and Biomedical
47	47	Sciences shall create a report detailing the Texas Department of
48	48	Parks and Wildlife's implementation of the Statewide Chronic
49	49	Wasting Disease Plan. The Texas A&M College of Veterinary
50	50	Medicine and Biomedical Sciences shall send the report to each
51	51	member of the legislature, the lieutenant governor, and the Texas
52	52	Sunset Commission before the beginning of each legislative session.
53	53	SECTION 2. Chapter 161, Agriculture Code, is amended by
54	54	adding Subchapter I to read as follows:
55	55	SUBCHAPTER I. CHRONIC WASTING DISEASE IN DEER.
56	56	Sec. 161.160. ASSESSMENT BY THE TEXAS A&M COLLEGE OF
57	57	VETERINARY MEDICINE AND BIOMEDICAL SCIENCES. (a) The Texas A&M
58	58	College of Veterinary Medicine and Biomedical Sciences shall
59	59	evaluate the Texas Animal Health Commission's overall Chronic
60	60	Wasting Disease management since 2015 in general and the
61	61	department's implementation of the Texas Department of Parks and
62	62	Wildlife's August 2020 Chronic Wasting Disease Management Plan.
63	63	(b) The Texas A&M College of Veterinary Medicine and
64	64	Biomedical Sciences shall compare the Texas Animal Health
65	65	Commission's overall Chronic Wasting Disease management since 2015
66	66	in general and the Texas Animal Commission's implementation of the
67	67	Texas Department of Parks and Wildlife's August 2020 Chronic
68	68	Wasting Disease Management Plan to:
69	69	(1) Other states' plans and policies related to
70	70	Chronic Wasting Disease in deer;
71	71	(2) Any national standards related to Chronic Wasting
72	72	Disease in deer; and
73	73	(3) Any generally accepted practices related to
74	74	Chronic
75	75	Wasting Disease in deer.
76	76	(c) The Texas A&M College of Veterinary Medicine and
77	77	Biomedical Sciences shall create a Statewide Chronic Wasting
78	78	Disease Plan that describes plans and policies used by other
79	79	states, national standards, and any other generally accepted
80	80	practices related to Chronic Wasting Disease in deer.
81	81	(d) The executive director of the Texas Animal Health

85	85	(e) The Texas A&M College of Veterinary Medicine and
86	86	Biomedical Sciences shall monitor the Texas Animal Health
87	87	Commission's implementation of the Statewide Chronic Wasting
88	88	Disease Plan. The Texas A&M College of Veterinary Medicine and
89	89	Biomedical Sciences shall create a report detailing the Texas
90	90	Animal Health Commission's implementation of the Statewide Chronic
91	91	Wasting Disease Plan. The Texas A&M College of Veterinary Medicine
92	92	and Biomedical Sciences shall send the report to each member of the
93	93	legislature, the lieutenant governor, and the Texas Sunset
94	94	Commission before the beginning of each legislative session.
95	95	SECTION 3. This Act takes effect immediately if it receives
96	96	a vote of two-thirds of all the members elected to each house, as
97	97	provided by Section 39, Article III, Texas Constitution. If this
98	98	Act does not receive the vote necessary for immediate effect, this
99	99	Act takes effect September 1, 2025.
