| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 623.362, Transportation Code, is amended |
|---|
| 13 | 13 | | to read as follows: |
|---|
| 14 | 14 | | Sec. 623.362. DEFINITIONS. In this subchapter: |
|---|
| 15 | 15 | | (1) "Aggregates" means any commonly recognized |
|---|
| 16 | 16 | | construction material originating from a quarry or pit by the |
|---|
| 17 | 17 | | disturbance of the surface, including dirt, soil, rock asphalt, |
|---|
| 18 | 18 | | clay, granite, gravel, gypsum, marble, sand, shale, stone, caliche, |
|---|
| 19 | 19 | | limestone, dolomite, rock, riprap, or other similar substance. |
|---|
| 20 | 20 | | (2) "Authority[, "authority] means the regional |
|---|
| 21 | 21 | | mobility authority authorized to issue permits under Section |
|---|
| 22 | 22 | | 623.363. |
|---|
| 23 | 23 | | SECTION 2. Section 623.363, Transportation Code, is amended |
|---|
| 24 | 24 | | by amending Subsection (a) and adding Subsection (c) to read as |
|---|
| 25 | 25 | | follows: |
|---|
| 26 | 26 | | (a) The commission may authorize a regional mobility |
|---|
| 27 | 27 | | authority to issue permits for the movement of oversize or |
|---|
| 28 | 28 | | overweight vehicles carrying cargo in Hidalgo County on: |
|---|
| 29 | 29 | | (1) the following roads: |
|---|
| 30 | 30 | | (A) U.S. Highway 281 between its intersection |
|---|
| 31 | 31 | | with the Pharr-Reynosa International Bridge and its intersection |
|---|
| 32 | 32 | | with State Highway 336; |
|---|
| 33 | 33 | | (B) State Highway 336 between its intersection |
|---|
| 34 | 34 | | with U.S. Highway 281 and its intersection with Farm-to-Market Road |
|---|
| 35 | 35 | | 1016; |
|---|
| 36 | 36 | | (C) Farm-to-Market Road 1016 between its |
|---|
| 37 | 37 | | intersection with State Highway 336 and its intersection with |
|---|
| 38 | 38 | | Trinity Road; |
|---|
| 39 | 39 | | (D) Trinity Road between its intersection with |
|---|

| 73 | 73 | | (c) The issuance of permit under this subchapter for the |

| 74 | 74 | | movement of oversize or overweight vehicles on West Doffing Road |
|---|
| 75 | 75 | | between its intersection with Spur 29 and its eastern intersection |
|---|
| 76 | 76 | | with Doffin Canal Road, shall be limited to only the carrying of |
|---|
| 77 | 77 | | aggregates. |
|---|
| 78 | 78 | | SECTION 3. This Act takes effect September 1, 2025. |
|---|
