| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 102.154(a), Health and Safety Code, is |
|---|
| 13 | 13 | | amended to read as follows: |
|---|
| 14 | 14 | | (a) The Cancer Prevention and Research Institute of Texas |
|---|
| 15 | 15 | | University Advisory Committee is composed of the following members: |
|---|
| 16 | 16 | | (1) two members appointed by the chancellor of The |
|---|
| 17 | 17 | | University of Texas System to represent: |
|---|
| 18 | 18 | | (A) The University of Texas Southwestern Medical |
|---|
| 19 | 19 | | Center; |
|---|
| 20 | 20 | | (B) The University of Texas Medical Branch at |
|---|
| 21 | 21 | | Galveston; |
|---|
| 22 | 22 | | (C) The University of Texas Health Science Center |
|---|

| 53 | 53 | | SECTION 2. Section 102.252, Health and Safety Code, is |
|---|
| 54 | 54 | | amended to read as follows: |
|---|
| 55 | 55 | | Sec. 102.252. FUNDING RECOMMENDATIONS. (a) Two-thirds of |
|---|
| 56 | 56 | | the members of the oversight committee present and voting must vote |
|---|
| 57 | 57 | | to approve each funding recommendation of the program integration |
|---|
| 58 | 58 | | committee. If the oversight committee does not approve a funding |
|---|
| 59 | 59 | | recommendation of the program integration committee, a statement |
|---|
| 60 | 60 | | explaining the reasons a funding recommendation was not followed |
|---|
| 61 | 61 | | must be included in the minutes of the meeting. |
|---|
| 62 | 62 | | (b) The oversight committee may vote on a grant application |
|---|
| 63 | 63 | | included on a list requested by the oversight committee under |
|---|
| 64 | 64 | | Section 102.251(f). Two-thirds of the members of the oversight |
|---|
| 65 | 65 | | committee present and voting must vote to approve each grant |
|---|
| 66 | 66 | | application. If the oversight committee does not approve a grant |
|---|
| 67 | 67 | | application, a statement explaining the reasons grant money will |
|---|
| 68 | 68 | | not be awarded to the applicant must be included in the minutes of |
|---|
| 69 | 69 | | the meeting. |
|---|
| 70 | 70 | | SECTION 3. Section 102.255, Health and Safety Code, is |
|---|
| 71 | 71 | | amended by adding Subsection (b-1) to read as follows: |
|---|
| 72 | 72 | | (b-1) If the institute recovers money under Subsection |
|---|
| 73 | 73 | | (b)(2) or (3), the institute may award that money during the same |
|---|
| 74 | 74 | | grant cycle in accordance with this chapter to a project that the |
|---|
| 75 | 75 | | institute determines is able to be imminently commenced. |
|---|
| 76 | 76 | | SECTION 4. (a) As soon as practicable after the effective |
|---|
| 77 | 77 | | date of this Act, the Cancer Prevention and Research Institute of |
|---|
| 78 | 78 | | Texas Oversight Committee shall adopt the rules necessary to |
|---|
| 79 | 79 | | implement the changes in law made by this Act. |
|---|
| 80 | 80 | | (b) The changes in law made by this Act apply only to a grant |
|---|
| 81 | 81 | | application submitted to the Cancer Prevention and Research |
|---|
| 82 | 82 | | Institute of Texas on or after the effective date of this Act. A |
|---|
| 83 | 83 | | grant application submitted before the effective date of this Act |
|---|
| 84 | 84 | | is governed by the law in effect on the date the application was |
|---|
| 85 | 85 | | submitted, and that law is continued in effect for that purpose. |
|---|
| 86 | 86 | | SECTION 5. This Act takes effect September 1, 2025. |
