77 AN ACT
88 relating to the university advisory committee of and procedure for
99 making awards by the Cancer Prevention and Research Institute of
1010 Texas.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 102.154(a), Health and Safety Code, is
1313 amended to read as follows:
1414 (a) The Cancer Prevention and Research Institute of Texas
1515 University Advisory Committee is composed of the following members:
1616 (1) two members appointed by the chancellor of The
1717 University of Texas System to represent:
1818 (A) The University of Texas Southwestern Medical
1919 Center;
2020 (B) The University of Texas Medical Branch at
2121 Galveston;
2222 (C) The University of Texas Health Science Center
2323 at Houston;
2424 (D) The University of Texas Health Science Center
2525 at San Antonio;
2626 (E) The University of Texas Health Center at
2727 Tyler; [or]
2828 (F) The University of Texas Rio Grande Valley
2929 School of Medicine; or
3030 (G) The University of Texas M. D. Anderson Cancer
3131 Center;
3232 (2) one member appointed by the chancellor of The
3333 Texas A&M University System to represent:
3434 (A) The Texas A&M University System Health
3535 Science Center; or
3636 (B) the teaching hospital for The Texas A&M
3737 Health Science Center College of Medicine;
3838 (3) one member appointed by the chancellor of the
3939 Texas Tech University System to represent the Texas Tech University
4040 Health Sciences Center;
4141 (4) one member appointed by the chancellor of the
4242 University of Houston System to represent the system;
4343 (5) one member appointed by the chancellor of the
4444 Texas State University System to represent the system;
4545 (6) one member appointed by the chancellor of the
4646 University of North Texas System to represent the system;
4747 (7) one member appointed by the president of Baylor
4848 College of Medicine;
4949 (8) one member appointed by the president of Rice
5050 University;
5151 (9) members appointed at the executive director's
5252 discretion by the chancellors of other institutions.
5353 SECTION 2. Section 102.252, Health and Safety Code, is
5454 amended to read as follows:
5555 Sec. 102.252. FUNDING RECOMMENDATIONS. (a) Two-thirds of
5656 the members of the oversight committee present and voting must vote
5757 to approve each funding recommendation of the program integration
5858 committee. If the oversight committee does not approve a funding
5959 recommendation of the program integration committee, a statement
6060 explaining the reasons a funding recommendation was not followed
6161 must be included in the minutes of the meeting.
6262 (b) The oversight committee may vote on a grant application
6363 included on a list requested by the oversight committee under
6464 Section 102.251(f). Two-thirds of the members of the oversight
6565 committee present and voting must vote to approve each grant
6666 application. If the oversight committee does not approve a grant
6767 application, a statement explaining the reasons grant money will
6868 not be awarded to the applicant must be included in the minutes of
6969 the meeting.
7070 SECTION 3. Section 102.255, Health and Safety Code, is
7171 amended by adding Subsection (b-1) to read as follows:
7272 (b-1) If the institute recovers money under Subsection
7373 (b)(2) or (3), the institute may award that money during the same
7474 grant cycle in accordance with this chapter to a project that the
7575 institute determines is able to be imminently commenced.
7676 SECTION 4. (a) As soon as practicable after the effective
7777 date of this Act, the Cancer Prevention and Research Institute of
7878 Texas Oversight Committee shall adopt the rules necessary to
7979 implement the changes in law made by this Act.
8080 (b) The changes in law made by this Act apply only to a grant
8181 application submitted to the Cancer Prevention and Research
8282 Institute of Texas on or after the effective date of this Act. A
8383 grant application submitted before the effective date of this Act
8484 is governed by the law in effect on the date the application was
8585 submitted, and that law is continued in effect for that purpose.
8686 SECTION 5. This Act takes effect September 1, 2025.
