| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Subchapter Z, Chapter 51, Education Code, is |
|---|
| 14 | 14 | | amended by adding Section 51.93151 to read as follows: |
|---|
| 15 | 15 | | Sec. 51.93151. PROHIBITION ON PROVIDING FUNDING AND OTHER |
|---|
| 16 | 16 | | BENEFITS TO CERTAIN STUDENT ORGANIZATIONS. (a) In this section: |
|---|
| 17 | 17 | | (1) "Benefit" and "student organization" have the |
|---|
| 18 | 18 | | meanings assigned by Section 51.9315. |
|---|
| 19 | 19 | | (2) "Entity of concern" means: |
|---|
| 20 | 20 | | (A) the People's Republic of China; |
|---|
| 21 | 21 | | (B) the Republic of Cuba; |
|---|
| 22 | 22 | | (C) the Islamic Republic of Iran; |
|---|
| 23 | 23 | | (D) the Democratic People's Republic of Korea; |
|---|
| 24 | 24 | | (E) the State of Qatar; |
|---|
| 25 | 25 | | (F) the Russian Federation; |
|---|
| 26 | 26 | | (G) the Syrian Arab Republic; |
|---|
| 27 | 27 | | (H) the Venezuelan regime of Nicolás Maduro; |
|---|
| 28 | 28 | | (I) a foreign organization designated as a |
|---|
| 29 | 29 | | foreign terrorist organization by the United States secretary of |
|---|
| 30 | 30 | | state as authorized by 8 U.S.C. Section 1189; |
|---|
| 31 | 31 | | (J) an entity designated by the governor after |
|---|
| 32 | 32 | | consultation with the Homeland Security Council established under |
|---|
| 33 | 33 | | Subchapter B, Chapter 421, Government Code; and |
|---|
| 34 | 34 | | (K) an agent of or other entity under significant |
|---|
| 35 | 35 | | control of a country or entity described by Paragraphs (A) through |
|---|
| 36 | 36 | | (J). |
|---|
| 37 | 37 | | (3) "Institution of higher education" has the meaning |
|---|
| 38 | 38 | | assigned by Section 61.003. |
|---|
| 39 | 39 | | (b) Notwithstanding Section 51.9315, an institution of |
|---|
| 40 | 40 | | higher education may not provide any benefit to a student |
|---|
| 41 | 41 | | organization that receives financial support from an entity of |
|---|
| 42 | 42 | | concern. |
|---|
| 43 | 43 | | SECTION 2. This Act applies beginning with the 2025-2026 |
|---|
| 44 | 44 | | academic year. |
|---|
| 45 | 45 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 46 | 46 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 47 | 47 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 48 | 48 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 49 | 49 | | Act takes effect September 1, 2025. |
