77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to requiring that all vehicle registrations, including
1010 delinquent registrations, are for a 12-month period.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Sections 502.044(a) and (c), Transportation
1313 Code, are amended to read as follows:
1414 (a) At the time of the first registration of a vehicle, the
1515 [The] department shall designate a vehicle registration year of 12
1616 consecutive months to begin on the first day of a calendar month and
1717 end on the last day of the 12th calendar month. The vehicle must be
1818 registered annually according to the designated vehicle
1919 registration year of 12 consecutive months designated by the
2020 department.
2121 (c) The department may not designate a registration period
2222 of less than 12 months [to be computed at a rate of one-twelfth the
2323 annual registration fee multiplied by the number of months in the
2424 registration period. The board by rule may allow payment of
2525 registration fees for a designated period not to exceed the amount
2626 of time determined by department rule].
2727 SECTION 2. Section 502.045, Transportation Code, is amended
2828 by amending Subsections (b), (c), and (d) and adding Subsection
2929 (b-1) to read as follows:
3030 (b) An applicant for registration who is delinquent but who
3131 complies with the other requirements for registration under this
3232 chapter shall:
3333 (1) register the vehicle for a 12-month period that
3434 ends on the last day of the 11th month after the month in which the
3535 registration occurs under this subsection; and
3636 (2) if applicable, pay the additional fee required by
3737 this section.
3838 (b-1) There is no additional fee for an [An] applicant for
3939 delinquent registration under Subsection (b) who provides evidence
4040 to establish good reason for delinquent registration and who
4141 complies with the other requirements for registration under this
4242 chapter [may register the vehicle for a 12-month period that ends on
4343 the last day of the 11th month after the month in which the
4444 registration occurs under this subsection].
4545 (c) The additional fee for an [An] applicant for delinquent
4646 registration under Subsection (b) who [is delinquent and] has not
4747 provided evidence acceptable to establish good reason for
4848 delinquent registration but who complies with the other
4949 requirements for registration is an amount equal to one-twelfth the
5050 annual registration fee multiplied by the number of months or any
5151 portion of a month since the expiration of the vehicle's previous
5252 registration period during which the vehicle was not validly
5353 registered [under this chapter shall register the vehicle for a
5454 12-month period without changing the initial month of
5555 registration].
5656 (d) A person who has been arrested or received a citation
5757 for a violation of Section 502.472 may register the vehicle being
5858 operated at the time of the offense under Subsection (b) [for a
5959 12-month period without change to the initial month of registration
6060 only] if the person:
6161 (1) meets the other requirements for registration
6262 under this chapter; and
6363 (2) pays an additional charge equal to the total of:
6464 (A) 20 percent of the prescribed fee for the
6565 12-month registration period; and
6666 (B) an amount equal to one-twelfth the annual
6767 registration fee multiplied by the number of months or any portion
6868 of a month since the expiration of the vehicle's previous
6969 registration period during which the vehicle was not validly
7070 registered.
7171 SECTION 3. This Act applies only to the registration of a
7272 motor vehicle that is applied for on or after the effective date of
7373 this Act.
7474 SECTION 4. This Act takes effect September 1, 2025.
