8	8	AN ACT
9	9	relating to requiring that all vehicle registrations, including
10	10	delinquent registrations, are for a 12-month period.
11	11	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12	12	SECTION 1. Sections 502.044(a) and (c), Transportation
13	13	Code, are amended to read as follows:
14	14	(a) At the time of the first registration of a vehicle, the
15	15	[The] department shall designate a vehicle registration year of 12
16	16	consecutive months to begin on the first day of a calendar month and
17	17	end on the last day of the 12th calendar month. The vehicle must be
18	18	registered annually according to the designated vehicle
19	19	registration year of 12 consecutive months designated by the
20	20	department.
21	21	(c) The department may not designate a registration period
22	22	of less than 12 months [to be computed at a rate of one-twelfth the
23	23	annual registration fee multiplied by the number of months in the
24	24	registration period. The board by rule may allow payment of
25	25	registration fees for a designated period not to exceed the amount
26	26	of time determined by department rule].
27	27	SECTION 2. Section 502.045, Transportation Code, is amended
28	28	by amending Subsections (b), (c), and (d) and adding Subsection
29	29	(b-1) to read as follows:
30	30	(b) An applicant for registration who is delinquent but who
31	31	complies with the other requirements for registration under this
32	32	chapter shall:
33	33	(1) register the vehicle for a 12-month period that
34	34	ends on the last day of the 11th month after the month in which the
35	35	registration occurs under this subsection; and
36	36	(2) if applicable, pay the additional fee required by
37	37	this section.
38	38	(b-1) There is no additional fee for an [An] applicant for
39	39	delinquent registration under Subsection (b) who provides evidence
40	40	to establish good reason for delinquent registration and who
41	41	complies with the other requirements for registration under this
42	42	chapter [may register the vehicle for a 12-month period that ends on
43	43	the last day of the 11th month after the month in which the
44	44	registration occurs under this subsection].
45	45	(c) The additional fee for an [An] applicant for delinquent
46	46	registration under Subsection (b) who [is delinquent and] has not
47	47	provided evidence acceptable to establish good reason for
48	48	delinquent registration but who complies with the other
49	49	requirements for registration is an amount equal to one-twelfth the
50	50	annual registration fee multiplied by the number of months or any
51	51	portion of a month since the expiration of the vehicle's previous
52	52	registration period during which the vehicle was not validly
53	53	registered [under this chapter shall register the vehicle for a
54	54	12-month period without changing the initial month of
55	55	registration].
56	56	(d) A person who has been arrested or received a citation
57	57	for a violation of Section 502.472 may register the vehicle being
58	58	operated at the time of the offense under Subsection (b) [for a
59	59	12-month period without change to the initial month of registration
60	60	only] if the person:
61	61	(1) meets the other requirements for registration
62	62	under this chapter; and
63	63	(2) pays an additional charge equal to the total of:
64	64	(A) 20 percent of the prescribed fee for the
65	65	12-month registration period; and
66	66	(B) an amount equal to one-twelfth the annual
67	67	registration fee multiplied by the number of months or any portion
68	68	of a month since the expiration of the vehicle's previous
69	69	registration period during which the vehicle was not validly
70	70	registered.
71	71	SECTION 3. This Act applies only to the registration of a
72	72	motor vehicle that is applied for on or after the effective date of
73	73	this Act.
74	74	SECTION 4. This Act takes effect September 1, 2025.
