| 9 | 9 | | relating to the requirement that the board of directors of certain |

| 10 | 10 | | tax increment reinvestment zones utilize the services of the legal |
|---|
| 11 | 11 | | department of the municipality that created the zone. |
|---|
| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 311.010, Tax Code, is amended by adding |
|---|
| 14 | 14 | | Subsection (j) to read as follows: |
|---|
| 15 | 15 | | (j) The board of directors of a reinvestment zone to which |
|---|
| 16 | 16 | | this subsection applies shall utilize the legal department of the |
|---|
| 17 | 17 | | municipality that created the zone as the zone's primary legal |
|---|
| 18 | 18 | | counsel. If the city attorney for the municipality that created the |
|---|
| 19 | 19 | | reinvestment zone determines that it is necessary, the city |
|---|
| 20 | 20 | | attorney may retain and oversee outside legal counsel for the zone. |
|---|
| 21 | 21 | | This subsection applies only to a reinvestment zone created by a |
|---|
| 22 | 22 | | municipality with a population of at least two million. |
|---|
| 23 | 23 | | SECTION 2. Section 311.010(j), Tax Code, as added by this |
|---|
| 24 | 24 | | Act, does not apply to a contract or agreement for legal services |
|---|
| 25 | 25 | | entered into before the effective date of this Act, except that |
|---|
| 26 | 26 | | Section 311.010(j), Tax Code, as added by this Act, does apply to |
|---|
| 27 | 27 | | any renewal, modification, or extension of the contract or |
|---|
| 28 | 28 | | agreement that occurs on or after the effective date of this Act. |
|---|
| 29 | 29 | | SECTION 3. This Act takes effect September 1, 2025. |
