9 | 9 | | relating to a study conducted by the Texas Department of Public |

10 | 10 | | Safety on the waiting time to obtain certain driver's license |
---|
11 | 11 | | services. |
---|
12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
13 | 13 | | SECTION 1. DEFINITION. In this Act, "department" means the |
---|
14 | 14 | | Texas Department of Public Safety. |
---|
15 | 15 | | SECTION 2. STUDY. (a) The department shall conduct a study |
---|
16 | 16 | | on the average time required to obtain or renew a driver's license, |
---|
17 | 17 | | including a duplicate driver's license, in each county with a |
---|
18 | 18 | | population of more than 850,000. |
---|
19 | 19 | | (b) In conducting the study, the department shall: |
---|
20 | 20 | | (1) determine for each county the average amount of |
---|
21 | 21 | | time between the date a person contacts the department to schedule a |
---|
22 | 22 | | driver's license-related appointment and the first available |
---|
23 | 23 | | appointment date; |
---|
24 | 24 | | (2) determine for each county the average amount of |
---|
25 | 25 | | time a person waits at a driver's license office to be seen by a |
---|
26 | 26 | | department employee to obtain a driver's license service; and |
---|
27 | 27 | | (3) gather any additional information necessary to |
---|
28 | 28 | | provide context for the factors contributing to the wait times |
---|
29 | 29 | | determined under Subdivisions (1) and (2). |
---|
30 | 30 | | (c) The department may collaborate with another state |
---|
31 | 31 | | agency or a research division of an institution of higher education |
---|
32 | 32 | | in this state to conduct the study. |
---|
33 | 33 | | SECTION 3. REPORT. Not later than December 1, 2026, the |
---|
34 | 34 | | department shall submit to the governor, the lieutenant governor, |
---|
35 | 35 | | the speaker of the house of representatives, and the chair of each |
---|
36 | 36 | | house of the legislature with primary jurisdiction over |
---|
37 | 37 | | transportation issues a written report that includes: |
---|
38 | 38 | | (1) the findings of the study conducted under this |
---|
39 | 39 | | section; and |
---|
40 | 40 | | (2) any recommendations to reduce the average waiting |
---|
41 | 41 | | time required to obtain or renew a driver's license. |
---|
42 | 42 | | SECTION 4. EXPIRATION DATE. This Act expires January 1, |
---|
43 | 43 | | 2027. |
---|
44 | 44 | | SECTION 5. EFFECTIVE DATE. This Act takes effect September |
---|
45 | 45 | | 1, 2025. |
