77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study conducted by the Texas Department of Public
1010 Safety on the waiting time to obtain certain driver's license
1111 services.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. DEFINITION. In this Act, "department" means the
1414 Texas Department of Public Safety.
1515 SECTION 2. STUDY. (a) The department shall conduct a study
1616 on the average time required to obtain or renew a driver's license,
1717 including a duplicate driver's license, in each county with a
1818 population of more than 850,000.
1919 (b) In conducting the study, the department shall:
2020 (1) determine for each county the average amount of
2121 time between the date a person contacts the department to schedule a
2222 driver's license-related appointment and the first available
2323 appointment date;
2424 (2) determine for each county the average amount of
2525 time a person waits at a driver's license office to be seen by a
2626 department employee to obtain a driver's license service; and
2727 (3) gather any additional information necessary to
2828 provide context for the factors contributing to the wait times
2929 determined under Subdivisions (1) and (2).
3030 (c) The department may collaborate with another state
3131 agency or a research division of an institution of higher education
3232 in this state to conduct the study.
3333 SECTION 3. REPORT. Not later than December 1, 2026, the
3434 department shall submit to the governor, the lieutenant governor,
3535 the speaker of the house of representatives, and the chair of each
3636 house of the legislature with primary jurisdiction over
3737 transportation issues a written report that includes:
3838 (1) the findings of the study conducted under this
3939 section; and
4040 (2) any recommendations to reduce the average waiting
4141 time required to obtain or renew a driver's license.
4242 SECTION 4. EXPIRATION DATE. This Act expires January 1,
4343 2027.
4444 SECTION 5. EFFECTIVE DATE. This Act takes effect September
4545 1, 2025.
