| 9 | 9 | | relating to the dissemination of juvenile justice information by |

| 10 | 10 | | the Texas Juvenile Justice Department. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Sections 58.009(c) and (f-1), Family Code, are |
|---|
| 13 | 13 | | amended to read as follows: |
|---|
| 14 | 14 | | (c) The Texas Juvenile Justice Department may grant access |
|---|
| 15 | 15 | | to juvenile justice information[: |
|---|
| 16 | 16 | | [(1)] for research and statistical purposes or for any |
|---|
| 17 | 17 | | other purpose approved by the department to: |
|---|
| 18 | 18 | | (1) [(A)] criminal justice agencies as defined by |
|---|
| 19 | 19 | | Section 411.082, Government Code; |
|---|
| 20 | 20 | | (2) [(B)] the Texas Education Agency, as authorized |
|---|
| 21 | 21 | | under Section 37.084, Education Code; |
|---|
| 22 | 22 | | (3) [(C)] any agency under the authority of the Health |
|---|
| 23 | 23 | | and Human Services Commission; [or] |
|---|
| 24 | 24 | | (4) [(D)] the Department of Family and Protective |
|---|
| 25 | 25 | | Services; or |
|---|
| 26 | 26 | | (5) a public or private university |
|---|
| 27 | 27 | | [(2) for a purpose beneficial to and approved by the |
|---|
| 28 | 28 | | department to an individual or entity that: |
|---|
| 29 | 29 | | [(A) is working on a research or statistical |
|---|
| 30 | 30 | | project that meets the requirements of and is approved by the |
|---|
| 31 | 31 | | department; and |
|---|
| 32 | 32 | | [(B) has a specific agreement with the department |
|---|
| 33 | 33 | | that: |
|---|
| 34 | 34 | | [(i) specifically authorizes access to |
|---|
| 35 | 35 | | identifiable juvenile justice information; |
|---|
| 36 | 36 | | [(ii) limits the use of the information to |
|---|
| 37 | 37 | | the purposes for which the information is given; |
|---|
| 38 | 38 | | [(iii) ensures the security and |
|---|
| 39 | 39 | | confidentiality of the information; and |
|---|
| 40 | 40 | | [(iv) provides for sanctions if a |
|---|
| 41 | 41 | | requirement imposed under Subparagraph (i), (ii), or (iii) is |
|---|
| 42 | 42 | | violated]. |
|---|
| 43 | 43 | | (f-1) In accordance with Chapter 552, Government Code, the |
|---|
| 44 | 44 | | Texas Juvenile Justice Department may grant access to juvenile |
|---|
| 45 | 45 | | justice information that is not identifiable information for |
|---|
| 46 | 46 | | research or statistical purposes or for any other purpose approved |
|---|
| 47 | 47 | | by the department to: |
|---|
| 48 | 48 | | (1) criminal justice agencies as defined by Section |
|---|
| 49 | 49 | | 411.082, Government Code; |
|---|
| 50 | 50 | | (2) the Texas Education Agency, as authorized under |
|---|
| 51 | 51 | | Section 37.084, Education Code; |
|---|
| 52 | 52 | | (3) any agency under the authority of the Health and |
|---|
| 53 | 53 | | Human Services Commission; |
|---|
| 54 | 54 | | (4) the Department of Family and Protective Services; |
|---|
| 55 | 55 | | or |
|---|
| 56 | 56 | | (5) a public or private university[; or |
|---|
| 57 | 57 | | [(6) an individual or entity working on a research or |
|---|
| 58 | 58 | | statistical project]. |
|---|
| 59 | 59 | | SECTION 2. This Act takes effect September 1, 2025. |
