77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the composition of the port commission of the Port of
1010 Corpus Christi Authority of Nueces County, Texas.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 5016.0051, Special District Local Laws
1313 Code, is amended to read as follows:
1414 Sec. 5016.0051. COMPOSITION OF PORT COMMISSION. The port
1515 commission is composed of nine [seven] port commissioners.
1616 SECTION 2. Section 5016.0052(a), Special District Local
1717 Laws Code, is amended to read as follows:
1818 (a) Port commissioners are appointed as follows:
1919 (1) the Commissioners Court of Nueces County shall
2020 appoint three port commissioners;
2121 (2) the city council of the City of Corpus Christi
2222 shall appoint three port commissioners; [and]
2323 (3) the Commissioners Court of San Patricio County
2424 shall appoint one port commissioner;
2525 (4) the city council of the City of Portland shall
2626 appoint one port commissioner; and
2727 (5) the city council of the City of Port Aransas shall
2828 appoint one port commissioner.
2929 SECTION 3. Not later than January 1, 2026, the city councils
3030 of the City of Portland and the City of Port Aransas shall each
3131 appoint one port commissioner to the port commission of the Port of
3232 Corpus Christi Authority of Nueces County, Texas, as provided by
3333 Section 5016.0052(a), Special District Local Laws Code, as amended
3434 by this Act, to serve terms that expire on dates that preserve the
3535 required staggering of terms.
3636 SECTION 4. (a) The legal notice of the intention to
3737 introduce this Act, setting forth the general substance of this
3838 Act, has been published as provided by law, and the notice and a
3939 copy of this Act have been furnished to all persons, agencies,
4040 officials, or entities to which they are required to be furnished
4141 under Section 59, Article XVI, Texas Constitution, and Chapter 313,
4242 Government Code.
4343 (b) The governor, one of the required recipients, has
4444 submitted the notice and Act to the Texas Commission on
4545 Environmental Quality.
4646 (c) The Texas Commission on Environmental Quality has filed
4747 its recommendations relating to this Act with the governor, the
4848 lieutenant governor, and the speaker of the house of
4949 representatives within the required time.
5050 (d) All requirements of the constitution and laws of this
5151 state and the rules and procedures of the legislature with respect
5252 to the notice, introduction, and passage of this Act are fulfilled
5353 and accomplished.
5454 SECTION 5. This Act takes effect immediately if it receives
5555 a vote of two-thirds of all the members elected to each house, as
5656 provided by Section 39, Article III, Texas Constitution. If this
5757 Act does not receive the vote necessary for immediate effect, this
5858 Act takes effect September 1, 2025.
