8	8	AN ACT
9	9	relating to the expiration date of certain driver's licenses.
10	10	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	11	SECTION 1. Sections 521.271(a), (a-2), and (b),
12	12	Transportation Code, are amended to read as follows:
13	13	(a) Each original driver's license, provisional license,
14	14	learner license, or occupational driver's license issued to an
15	15	applicant who is a citizen, national, or legal permanent resident
16	16	of the United States or a refugee or asylee lawfully admitted into
17	17	the United States expires as follows:
18	18	(1) except as provided by Section 521.2711, a driver's
19	19	license expires on the first birthday of the license holder
20	20	occurring after the 10th [eighth] anniversary of the date of the
21	21	application;
22	22	(2) a provisional license expires on the 18th birthday
23	23	of the license holder;
24	24	(3) a learner license expires on the 18th birthday of
25	25	the license holder;
26	26	(4) an occupational driver's license expires on the
27	27	first anniversary of the court order granting the license; and
28	28	(5) unless an earlier date is otherwise provided, a
29	29	driver's license issued to a person whose residence or domicile is a
30	30	correctional facility or a parole facility expires on the first
31	31	birthday of the license holder occurring after the first
32	32	anniversary of the date of issuance.
33	33	(a-2) Each original driver's license issued to an applicant
34	34	who is not a citizen, national, or legal permanent resident of the
35	35	United States or a refugee or asylee lawfully admitted into the
36	36	United States expires on:
37	37	(1) the earlier of:
38	38	(A) the first birthday of the license holder
39	39	occurring after the 10th [sixth] anniversary of the date of the
40	40	application; or
41	41	(B) the expiration date of the license holder's
42	42	lawful presence in the United States as determined by the
43	43	appropriate United States agency in compliance with federal law; or
44	44	(2) the first anniversary of the date of issuance, if
45	45	there is no definite expiration date for the applicant's authorized
46	46	stay in the United States.
47	47	(b) Except as provided by Section 521.2711, a driver's
48	48	license that is renewed expires on the earlier of:
49	49	(1) the 10th [eighth] anniversary of the expiration
50	50	date before renewal if the applicant is a citizen, national, or
51	51	legal permanent resident of the United States or a refugee or asylee
52	52	lawfully admitted into the United States;
53	53	(1-a) for an applicant not described by Subdivision
54	54	(1):
55	55	(A) the earlier of:
56	56	(i) the 10th [eighth] anniversary of the
57	57	expiration date before renewal; or
58	58	(ii) the expiration date of the applicant's
59	59	authorized stay in the United States; or
60	60	(B) the first anniversary of the date of
61	61	issuance, if there is no definite expiration date for the
62	62	applicant's authorized stay in the United States; or
63	63	(2) for a renewal driver's license issued to a person
64	64	whose residence or domicile is a correctional facility or a parole
65	65	facility, the first birthday of the license holder occurring after
66	66	the first anniversary of the date of issuance unless an earlier date
67	67	is otherwise provided.
68	68	SECTION 2. The changes in law made by this Act apply to a
69	69	driver's license issued on or after the effective date of this Act.
70	70	A driver's license issued before the effective date of this Act is
71	71	governed by the law in effect on the date the application was
72	72	submitted, and the former law is continued in effect for that
73	73	purpose.
74	74	SECTION 3. This Act takes effect September 1, 2025.
