| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 623.219(a), Transportation Code, is |
|---|
| 13 | 13 | | amended to read as follows: |
|---|
| 14 | 14 | | (a) For a permit issued by a port authority located in a |
|---|
| 15 | 15 | | county that borders the United Mexican States, the commission |
|---|
| 16 | 16 | | shall, with the consent of the port authority, designate the most |
|---|
| 17 | 17 | | direct route [from]: |
|---|
| 18 | 18 | | (1) between the Gateway International Bridge or the |
|---|
| 19 | 19 | | Veterans International Bridge at Los Tomates to the entrance of the |
|---|
| 20 | 20 | | Port of Brownsville using State Highways 48 and 4 or United States |
|---|
| 21 | 21 | | Highways 77 and 83 or using United States Highway 77 and United |
|---|
| 22 | 22 | | States Highway 83, EastLoopCorridor,andStateHighway4; |
|---|
| 23 | 23 | | and |
|---|
| 24 | 24 | | (2) between the Free Trade International Bridge and |
|---|
| 25 | 25 | | [to]: |

| 26 | 26 | | (A) the entrance of the Port of Brownsville using |
|---|
| 27 | 27 | | Farm-to-Market Road 509, United States Highways 77 and 83, |

| 30 | 30 | | SECTION 2. This bill is applicable only to the designated |

| 32 | 32 | | SECTION 3. This Act takes effect September 1, 2025. |
