88 AN ACT
99 relating to innovations in core curriculum to accelerate the award
1010 of bachelor's degrees.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Sections 61.822 (b), Education Code, is amended
1313 to read as follows:
1414 (b) Each institution of higher education shall adopt a core
1515 curriculum of no less than 42 semester credit hours, including
1616 specific courses comprising the curriculum. The core curriculum
1717 shall be consistent with the common course numbering system
1818 approved by the board and with the statement, recommendations, and
1919 rules issued by the board. An institution may have a core
2020 curriculum of other than 42 semester credit hours only if approved
2121 by the board. The board by rule may approve a core curriculum of
2222 fewer than 42 semester credit hours for an associate degree program
2323 if the board determines that the approval would facilitate the
2424 award of a degree or transfer of credit consistent with this
2525 subchapter.
2626 (b-1) The board by rule may approve a core curriculum of
2727 fewer than 42 semester credit hours for a bachelor's degree program
2828 at an institution of higher education if the board determines that
2929 the approval would accelerate student completion of workforce
3030 aligned credentials, as defined by board rule.
3131 (c) If a student successfully completes the core curriculum
3232 at an institution of higher education, that block of courses may be
3333 transferred to any other institution of higher education and must
3434 be substituted for the receiving institution's core curriculum. A
3535 student shall receive academic credit for each of the courses
3636 transferred and may not be required to take additional core
3737 curriculum courses at the receiving institution unless the board
3838 has approved a larger core curriculum at the institution.
3939 (d) A student who transfers from one institution of higher
4040 education to another without completing the core curriculum of the
4141 sending institution shall receive academic credit from the
4242 receiving institution for each of the courses that the student has
4343 successfully completed in the core curriculum of the sending
4444 institution. Following receipt of credit for these courses, the
4545 student may be required to satisfy further course requirements in
4646 the core curriculum of the receiving institution.
4747 (e) The governing board of a general academic teaching
4848 institution that offers a joint baccalaureate degree program under
4949 a contract with a foreign college or university may, in
5050 consultation with the foreign college or university, identify and
5151 approve courses offered by the foreign college or university that
5252 are equivalent to, and may substitute for, courses in the core
5353 curriculum of a student enrolled in the joint degree program who is
5454 considered to be primarily a student of the general academic
5555 teaching institution.
5656 SECTION 2. This Act takes effect September 1, 2025.
