89R12592 AND-F By: West S.B. No. 2867 A BILL TO BE ENTITLED AN ACT relating to payroll deductions for employees of a public university system or institution of higher education. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 51.9611, Education Code, is amended by amending Subsection (b) and adding Subsections (b-1) and (b-2) to read as follows: (b) The governing board or chancellor of a university system, or of an institution of higher education that is not a component institution of a university system, or the president of an institution of higher education may authorize employees of the system or institution, as applicable, to elect a payroll deduction for any purpose that the governing board, chancellor, or president determines serves a public purpose and benefits employees. (b-1) The governing board of a university system, or of an institution of higher education that is not a component institution of a university system, may adopt policies and procedures governing payroll deductions under this section. (b-2) A payroll deduction under this section is in addition to payroll deductions authorized by other law. SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2025.
