9 | 9 | | relating to a study by the Texas Education Agency regarding |
---|
10 | 10 | | recommended standards for school district facility maintenance and |
---|
11 | 11 | | custodial services. |
---|
12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
13 | 13 | | SECTION 1. DEFINITION. In this Act, "agency" means the |
---|
14 | 14 | | Texas Education Agency. |
---|
15 | 15 | | SECTION 2. STUDY REGARDING RECOMMENDED STANDARDS FOR |
---|
16 | 16 | | MAINTENANCE AND CUSTODIAL SERVICES. (a) The agency shall conduct a |
---|
17 | 17 | | study regarding recommended standards for school district |
---|
18 | 18 | | maintenance of facilities and custodial services, including a |
---|
19 | 19 | | standard for appropriate custodial workloads to adequately |
---|
20 | 20 | | maintain a school district's facilities. |
---|
21 | 21 | | (b) In conducting the study, the agency shall consider: |
---|
22 | 22 | | (1) the square footage of a typical elementary, |
---|
23 | 23 | | middle, and high school; |
---|
24 | 24 | | (2) the square footage of administrative and district |
---|
25 | 25 | | facilities other than instructional facilities in a typical school |
---|
26 | 26 | | district; |
---|
27 | 27 | | (3) appropriate levels of custodial service to provide |
---|
28 | 28 | | for proper maintenance of school district facilities; and |
---|
29 | 29 | | (4) the time required for different levels of |
---|
30 | 30 | | custodial service based on different numbers of custodial employees |
---|
31 | 31 | | and resources. |
---|
32 | 32 | | (c) The study must identify: |
---|
33 | 33 | | (1) the maintenance and custodial staff needed to |
---|
34 | 34 | | adequately meet a typical school district's needs; |
---|
35 | 35 | | (2) the tasks required to be completed by maintenance |
---|
36 | 36 | | and custodial staff, including time estimates for completion of |
---|
37 | 37 | | each task by an adequately equipped maintenance and custodial |
---|
38 | 38 | | staff; and |
---|
39 | 39 | | (3) any additional funding or other resources, if any, |
---|
40 | 40 | | needed by school districts to meet the standards recommended by the |
---|
41 | 41 | | study for school district maintenance of facilities and custodial |
---|
42 | 42 | | services. |
---|
43 | 43 | | SECTION 3. REPORT TO LEGISLATURE. Not later than December |
---|
44 | 44 | | 1, 2026, the agency shall submit a report to the legislature that |
---|
45 | 45 | | includes the results of the study conducted under Section 2 of this |
---|
46 | 46 | | Act and any associated recommendations. |
---|
47 | 47 | | SECTION 4. EXPIRATION. This Act expires September 1, 2027. |
---|
48 | 48 | | SECTION 5. EFFECTIVE DATE. This Act takes effect |
---|
49 | 49 | | immediately if it receives a vote of two-thirds of all the members |
---|
50 | 50 | | elected to each house, as provided by Section 39, Article III, Texas |
---|
51 | 51 | | Constitution. If this Act does not receive the vote necessary for |
---|
52 | 52 | | immediate effect, this Act takes effect September 1, 2025. |
