8 | 8 | | relating to the review of existing boards and commissions under the |
---|
9 | 9 | | jurisdiction of the comptroller for continuity and to the repeal of |
---|
10 | 10 | | certain committees under the jurisdiction of the comptroller. |
---|
11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1: The purpose of this Act is to improve the |
---|
13 | 13 | | efficiency and effectiveness of operations of the office of the |
---|
14 | 14 | | comptroller. |
---|
15 | 15 | | SECTION 2: Chapter 403, Government Code, is amended by |
---|
16 | 16 | | adding Subchapter U to read as follows: |
---|
17 | 17 | | SUBCHAPTER U. COMPTROLLER REVIEW OF BOARDS AND COMMISSIONS |
---|
18 | 18 | | Sec. 403.701: REVIEW AND REPORT ON BOARDS AND COMMISSIONS |
---|
19 | 19 | | UNDER JURISDICTION OF THE COMPTROLLER: (a) The comptroller shall |
---|
20 | 20 | | review each board and commission, including each committee, |
---|
21 | 21 | | council, group and task force, that is a part of the office of the |
---|
22 | 22 | | comptroller, under the direction of the comptroller, or |
---|
23 | 23 | | administratively attached to the office of the comptroller. |
---|
24 | 24 | | (b) The review shall include an assessment of: |
---|
25 | 25 | | (1) the continuing necessity of each board, |
---|
26 | 26 | | commission, committee, council, group and task force; and |
---|
27 | 27 | | (2) whether each board, commission, committee, |
---|
28 | 28 | | council, group or task force promotes efficient and effective |
---|
29 | 29 | | operations of the office of the comptroller. |
---|
30 | 30 | | (b) The comptroller shall submit a report to the legislature |
---|
31 | 31 | | to identify boards, commissions, committees, councils, groups and |
---|
32 | 32 | | task forces that no longer serve a continuing necessity or promote |
---|
33 | 33 | | efficient and effective operations of the office of the |
---|
34 | 34 | | comptroller. |
---|
35 | 35 | | (c) The comptroller shall submit the report to the |
---|
36 | 36 | | legislature no later than December 1, 2026. |
---|
37 | 37 | | (d) This subchapter expires December 31, 2026. |
---|
38 | 38 | | SECTION 3: Section 403.1041 (e), Government Code, is amended |
---|
39 | 39 | | to read as follows: |
---|
40 | 40 | | (e) The comptroller[, with the advice of and in consultation |
---|
41 | 41 | | with the advisory committee,] may use the earnings of the account ] may use the earnings of the account |
---|
42 | 42 | | for any investment expense, including to obtain the advice of |
---|
43 | 43 | | appropriate investment consultants for managing the assets in the |
---|
44 | 44 | | account. |
---|
45 | 45 | | SECTION 4: The following provisions are repealed: |
---|
46 | 46 | | (1) Section 403.028(f), Government Code; |
---|
47 | 47 | | (2) Section 403.1042, Government Code; and |
---|
48 | 48 | | (3) Section 403.618, Government Code. |
---|
49 | 49 | | SECTION 5: This Act takes effect immediately if it receives a |
---|
50 | 50 | | vote of two-thirds of all the members elected to each house, as |
---|
51 | 51 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
52 | 52 | | Act does not receive the vote necessary for immediate effect, this |
---|
53 | 53 | | Act takes effect September 1, 2025. |
