88 AN ACT
99 relating to the ability of persons licensed to drive in Texas to
1010 renew license by electronic means
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 Sec. 521.274. RENEWAL BY MAIL OR ELECTRONIC MEANS. (a) The
1313 department by rule may provide that the holder of a driver's license
1414 may renew the license by mail, by telephone, over the Internet, or
1515 by other electronic means.
1616 (b) A rule adopted under this section:
1717 (1) may prescribe eligibility standards for renewal
1818 under this section;
1919 (2) may not permit a person subject to the
2020 registration requirements under Chapter 62, Code of Criminal
2121 Procedure, to register by mail or electronic means;
2222 (3) may not permit renewal by mail or electronic means
2323 of a driver's license of a person who is 79 years of age or older;
2424 and
2525 (4) must allow for the renewal of a driver's license by
2626 electronic means, regardless of when the license expires, of:
2727 (A) a person who:
2828 (i) is on active duty in the armed forces of
2929 the United States; and
3030 (ii) is absent from the state; and
3131 (B) the spouse or dependent child of a person
3232 described by Paragraph (A).
3333 (5) must allow for the renewal of a driver's license by
3434 electronic means, of:
3535 (A) any person currently licensed under the age
3636 of 79.
3737 SECTION 521.274. This Act takes effect September 1, 2025.
