77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the continuing education required in order for a person
1010 to renew the person's agreement with the comptroller of public
1111 accounts to serve as an arbitrator in an appeal through binding
1212 arbitration of an appraisal review board order determining a
1313 protest.
1414 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1515 SECTION 1. Section 41A.061(b), Tax Code, is amended to read
1616 as follows:
1717 (b) To renew the person's agreement to serve as an
1818 arbitrator, the person must:
1919 (1) file a renewal application with the comptroller at
2020 the time and in the manner prescribed by the comptroller;
2121 (2) continue to meet the requirements provided by
2222 Sections 41A.06(b)(1) and (4);
2323 (3) during the preceding two years have completed at
2424 least eight hours of continuing education in arbitration and
2525 alternative dispute resolution procedures:
2626 (A) offered by a university, college, real estate
2727 trade association, or legal association; or
2828 (B) included in a continuing legal education
2929 course approved by the state bar or the supreme court; and
3030 (4) complete a revised training program on property
3131 tax law for the training and education of arbitrators established
3232 under Section 5.043 not later than the 120th day after the date the
3333 program is available to be taken if the comptroller:
3434 (A) revises the program after the person is
3535 included in the registry; and
3636 (B) determines that the program is substantially
3737 revised.
3838 SECTION 2. This Act takes effect September 1, 2025.
