77 AN ACT
88 relating to the Texas presidential library promotion program and
99 fund.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Chapter 442, Government Code, is amended by
1212 adding Subchapter H to read as follows:
1313 SUBCHAPTER H. TEXAS PRESIDENTIAL LIBRARY PROMOTION PROGRAM AND
1414 FUND
1515 Sec. 442.301. DEFINITIONS. In this subchapter:
1616 (1) "Fund" means the Texas presidential library
1717 promotion fund.
1818 (2) "Commission" means the Texas Historical
1919 Commission.
2020 (2) "Program" means the Texas presidential library
2121 promotion program, administered by the Commission.
2222 Sec. 481.702. TEXAS PRESIDENTIAL LIBRARY PROMOTION
2323 PROGRAM. (a) The Commission shall establish the Texas
2424 presidential library promotion program to:
2525 (1) recognize that the presidential libraries in this
2626 state are vital historical and educational resources that attract
2727 visitors from across the country and contribute to this state's
2828 cultural and economic landscape; and
2929 (2) provide funding and support to the presidential
3030 libraries, promote tourism, and educate the public on the
3131 contributions of the presidents from this state.
3232 (b) The program is established to support the following
3333 presidential libraries in this state:
3434 (1) The Lyndon Baines Johnson Library and Museum;
3535 (2) The George Bush Presidential Library and Museum;
3636 and
3737 (3) The George W. Bush Presidential Library and
3838 Museum.
3939 (c) The program shall:
4040 (1) provide financial support to the presidential
4141 libraries for the renovation and enhancement of permanent exhibits;
4242 (2) market and promote the presidential libraries to
4343 increase tourism to and public awareness of the libraries; and
4444 (3) in collaboration with the presidential libraries,
4545 develop a mobile exhibit to be displayed in communities, schools,
4646 and other public institutions that:
4747 (A) features for each president significant
4848 artifacts, multimedia presentations, and educational materials;
4949 and
5050 (B) highlights the historical impact and
5151 legacies of President Lyndon B. Johnson, President George H. W.
5252 Bush, and President George W. Bush.
5353 (d) The Commission may enter into a contract with a
5454 nonprofit entity for the nonprofit entity to administer and operate
5555 the program.
5656 Sec. 442.302. TEXAS PRESIDENTIAL LIBRARY PROMOTION FUND.
5757 (a) The Texas presidential library promotion fund is a dedicated
5858 account in the general revenue fund.
5959 (b) The following amounts shall be deposited in the fund:
6060 (1) money appropriated by the legislature to the fund
6161 for the purposes described by this subchapter;
6262 (2) interest earned on the investment of money in the
6363 fund; and
6464 (3) gifts, grants, and other donations received for
6565 the fund.
6666 (c) Money in the fund may be spent for a purpose described by
6767 this subchapter.
6868 SECTION 2. As soon as practicable after the effective date
6969 of this Act, the Commission shall establish the Texas presidential
7070 library promotion program as required by Section 442.301,
7171 Government Code, as added by this Act.
7272 SECTION 3. This Act takes effect September 1, 2025.
