| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Chapter 442, Government Code, is amended by |
|---|
| 12 | 12 | | adding Subchapter H to read as follows: |
|---|
| 13 | 13 | | SUBCHAPTER H. TEXAS PRESIDENTIAL LIBRARY PROMOTION PROGRAM AND |
|---|
| 14 | 14 | | FUND |
|---|
| 15 | 15 | | Sec. 442.301. DEFINITIONS. In this subchapter: |
|---|
| 16 | 16 | | (1) "Fund" means the Texas presidential library |
|---|
| 17 | 17 | | promotion fund. |
|---|
| 18 | 18 | | (2) "Commission" means the Texas Historical |
|---|
| 19 | 19 | | Commission. |
|---|
| 20 | 20 | | (2) "Program" means the Texas presidential library |
|---|
| 21 | 21 | | promotion program, administered by the Commission. |
|---|
| 22 | 22 | | Sec. 481.702. TEXAS PRESIDENTIAL LIBRARY PROMOTION |
|---|
| 23 | 23 | | PROGRAM. (a) The Commission shall establish the Texas |
|---|
| 24 | 24 | | presidential library promotion program to: |
|---|
| 25 | 25 | | (1) recognize that the presidential libraries in this |
|---|
| 26 | 26 | | state are vital historical and educational resources that attract |
|---|
| 27 | 27 | | visitors from across the country and contribute to this state's |
|---|
| 28 | 28 | | cultural and economic landscape; and |
|---|
| 29 | 29 | | (2) provide funding and support to the presidential |
|---|
| 30 | 30 | | libraries, promote tourism, and educate the public on the |
|---|
| 31 | 31 | | contributions of the presidents from this state. |
|---|
| 32 | 32 | | (b) The program is established to support the following |
|---|
| 33 | 33 | | presidential libraries in this state: |
|---|
| 34 | 34 | | (1) The Lyndon Baines Johnson Library and Museum; |
|---|
| 35 | 35 | | (2) The George Bush Presidential Library and Museum; |
|---|
| 36 | 36 | | and |
|---|
| 37 | 37 | | (3) The George W. Bush Presidential Library and |
|---|
| 38 | 38 | | Museum. |
|---|
| 39 | 39 | | (c) The program shall: |
|---|
| 40 | 40 | | (1) provide financial support to the presidential |
|---|
| 41 | 41 | | libraries for the renovation and enhancement of permanent exhibits; |
|---|
| 42 | 42 | | (2) market and promote the presidential libraries to |
|---|
| 43 | 43 | | increase tourism to and public awareness of the libraries; and |
|---|
| 44 | 44 | | (3) in collaboration with the presidential libraries, |
|---|
| 45 | 45 | | develop a mobile exhibit to be displayed in communities, schools, |
|---|
| 46 | 46 | | and other public institutions that: |
|---|
| 47 | 47 | | (A) features for each president significant |
|---|
| 48 | 48 | | artifacts, multimedia presentations, and educational materials; |
|---|
| 49 | 49 | | and |
|---|
| 50 | 50 | | (B) highlights the historical impact and |
|---|
| 51 | 51 | | legacies of President Lyndon B. Johnson, President George H. W. |
|---|
| 52 | 52 | | Bush, and President George W. Bush. |
|---|
| 53 | 53 | | (d) The Commission may enter into a contract with a |
|---|
| 54 | 54 | | nonprofit entity for the nonprofit entity to administer and operate |
|---|
| 55 | 55 | | the program. |
|---|
| 56 | 56 | | Sec. 442.302. TEXAS PRESIDENTIAL LIBRARY PROMOTION FUND. |
|---|
| 57 | 57 | | (a) The Texas presidential library promotion fund is a dedicated |
|---|
| 58 | 58 | | account in the general revenue fund. |
|---|
| 59 | 59 | | (b) The following amounts shall be deposited in the fund: |
|---|
| 60 | 60 | | (1) money appropriated by the legislature to the fund |
|---|
| 61 | 61 | | for the purposes described by this subchapter; |
|---|
| 62 | 62 | | (2) interest earned on the investment of money in the |
|---|
| 63 | 63 | | fund; and |
|---|
| 64 | 64 | | (3) gifts, grants, and other donations received for |
|---|
| 65 | 65 | | the fund. |
|---|
| 66 | 66 | | (c) Money in the fund may be spent for a purpose described by |
|---|
| 67 | 67 | | this subchapter. |
|---|
| 68 | 68 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 69 | 69 | | of this Act, the Commission shall establish the Texas presidential |
|---|
| 70 | 70 | | library promotion program as required by Section 442.301, |
|---|
| 71 | 71 | | Government Code, as added by this Act. |
|---|
| 72 | 72 | | SECTION 3. This Act takes effect September 1, 2025. |
|---|
