77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to baccalaureate degree programs offered by a public
1010 junior college.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 130.306, Education Code, is amended to
1313 read as follows:
1414 Sec. 130.306. CONTINUING APPROVAL BY COORDINATING BOARD
1515 REQUIRED [LIMITATION]. [(a) A public junior college offering a
1616 baccalaureate degree program under this subchapter may not offer
1717 more than five baccalaureate degree programs at any time.
1818 [(c)] Degree programs offered under this subchapter are
1919 subject to the continuing approval of the coordinating board.
2020 SECTION 2. Section 130.307(b), Education Code, is amended
2121 to read as follows:
2222 (b) A [Except as provided by Subsection (b-1), a] public
2323 junior college may offer a baccalaureate degree program under this
2424 subchapter only if its junior college district[:
2525 [(1) had a taxable property valuation amount of not
2626 less than $6 billion in the preceding year; and
2727 [(2)] received a positive assessment of the overall
2828 financial health of the district as reported by the coordinating
2929 board.
3030 SECTION 3. Section 130.307(b-1), Education Code, is
3131 repealed.
3232 SECTION 4. This Act takes effect immediately if it receives
3333 a vote of two-thirds of all the members elected to each house, as
3434 provided by Section 39, Article III, Texas Constitution. If this
3535 Act does not receive the vote necessary for immediate effect, this
3636 Act takes effect September 1, 2025.
