| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 130.306, Education Code, is amended to |
|---|
| 13 | 13 | | read as follows: |
|---|
| 14 | 14 | | Sec. 130.306. CONTINUING APPROVAL BY COORDINATING BOARD |
|---|
| 15 | 15 | | REQUIRED [LIMITATION]. [(a) A public junior college offering a |
|---|
| 16 | 16 | | baccalaureate degree program under this subchapter may not offer |
|---|
| 17 | 17 | | more than five baccalaureate degree programs at any time. |
|---|
| 18 | 18 | | [(c)] Degree programs offered under this subchapter are |
|---|
| 19 | 19 | | subject to the continuing approval of the coordinating board. |
|---|
| 20 | 20 | | SECTION 2. Section 130.307(b), Education Code, is amended |
|---|
| 21 | 21 | | to read as follows: |
|---|
| 22 | 22 | | (b) A [Except as provided by Subsection (b-1), a] public |
|---|
| 23 | 23 | | junior college may offer a baccalaureate degree program under this |
|---|
| 24 | 24 | | subchapter only if its junior college district[: |
|---|
| 25 | 25 | | [(1) had a taxable property valuation amount of not |
|---|
| 26 | 26 | | less than $6 billion in the preceding year; and |
|---|
| 27 | 27 | | [(2)] received a positive assessment of the overall |
|---|
| 28 | 28 | | financial health of the district as reported by the coordinating |
|---|
| 29 | 29 | | board. |
|---|
| 30 | 30 | | SECTION 3. Section 130.307(b-1), Education Code, is |
|---|
| 31 | 31 | | repealed. |
|---|
| 32 | 32 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 33 | 33 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 34 | 34 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 35 | 35 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 36 | 36 | | Act takes effect September 1, 2025. |
