77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the jurisdiction and enforcement of certain
1010 international organization policies.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Title 1, Government Code, is amended by adding
1313 Chapter 3 to read as follows:
1414 CHAPTER 3. INTERNATIONAL ORGANIZATIONS
1515 Sec. 3.001. LIMITATION ON JURISDICTION OF UNITED NATIONS.
1616 (a) The United Nations has no jurisdiction in this state.
1717 (b) Notwithstanding any other law, except as specifically
1818 authorized by reference to this section under state law or an
1919 executive order issued by the governor, a policy or rule of the
2020 United Nations may not be enforced or implemented by this state or a
2121 political subdivision of this state.
2222 Sec. 3.002. LIMITATION ON ENFORCEMENT OR IMPLEMENTATION OF
2323 WORLD HEALTH ORGANIZATION POLICY. This state, an agency or
2424 political subdivision of this state, a public school district, a
2525 private school, an open-enrollment charter school, or an
2626 institution of higher education, as defined by Section 61.003,
2727 Education Code, may not enforce or implement a public health policy
2828 or guideline of the World Health Organization unless specifically
2929 authorized under state law or an executive order issued by the
3030 governor.
3131 SECTION 2. This Act takes effect immediately if it receives
3232 a vote of two-thirds of all the members elected to each house, as
3333 provided by Section 39, Article III, Texas Constitution. If this
3434 Act does not receive the vote necessary for immediate effect, this
3535 Act takes effect September 1, 2025.
