| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Title 1, Government Code, is amended by adding |
|---|
| 13 | 13 | | Chapter 3 to read as follows: |
|---|
| 14 | 14 | | CHAPTER 3. INTERNATIONAL ORGANIZATIONS |
|---|
| 15 | 15 | | Sec. 3.001. LIMITATION ON JURISDICTION OF UNITED NATIONS. |
|---|
| 16 | 16 | | (a) The United Nations has no jurisdiction in this state. |
|---|
| 17 | 17 | | (b) Notwithstanding any other law, except as specifically |
|---|
| 18 | 18 | | authorized by reference to this section under state law or an |
|---|
| 19 | 19 | | executive order issued by the governor, a policy or rule of the |
|---|
| 20 | 20 | | United Nations may not be enforced or implemented by this state or a |
|---|
| 21 | 21 | | political subdivision of this state. |
|---|
| 22 | 22 | | Sec. 3.002. LIMITATION ON ENFORCEMENT OR IMPLEMENTATION OF |
|---|
| 23 | 23 | | WORLD HEALTH ORGANIZATION POLICY. This state, an agency or |
|---|
| 24 | 24 | | political subdivision of this state, a public school district, a |
|---|
| 25 | 25 | | private school, an open-enrollment charter school, or an |
|---|
| 26 | 26 | | institution of higher education, as defined by Section 61.003, |
|---|
| 27 | 27 | | Education Code, may not enforce or implement a public health policy |
|---|
| 28 | 28 | | or guideline of the World Health Organization unless specifically |
|---|
| 29 | 29 | | authorized under state law or an executive order issued by the |
|---|
| 30 | 30 | | governor. |
|---|
| 31 | 31 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 32 | 32 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 33 | 33 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 34 | 34 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 35 | 35 | | Act takes effect September 1, 2025. |
