| 11 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 15 | | SECTION 1. Subchapter C, Chapter 791, Government Code, is |

| 13 | 16 | | amended by adding Section 791.038 to read as follows: |

| 14 | 17 | | Sec. 791.038. CONTRACTS FOR WATER RESEARCH OR PLANNING. A |
|---|
| 15 | 18 | | local government may contract with another local government, the |
|---|
| 16 | 19 | | state, or the federal government to jointly participate in research |
|---|
| 17 | 20 | | or planning activities related to water resources. |
|---|
| 18 | 21 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 19 | 22 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 20 | 23 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 21 | 24 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 22 | 25 | | Act takes effect September 1, 2025. |
