77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to performance tier funding under the public junior
1010 college state finance program.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 130A.101(c), Education Code, is amended
1313 to read as follows:
1414 (c) The measurable outcomes considered for purposes of
1515 performance tier funding are:
1616 (1) the number of credentials of value awarded, as
1717 determined by the coordinating board based on analyses of wages and
1818 costs associated with the credential, including degrees,
1919 certificates, and other credentials from credit and non-credit
2020 programs that equip students for continued learning and greater
2121 earnings in the state economy, with an additional weight for
2222 placement of students who earn that credential in a high-demand
2323 occupation, as defined by coordinating board rule, or an
2424 appropriate proxy determined by the coordinating board based on
2525 available data;
2626 (2) the number of students who earn at least 15
2727 semester credit hours or the equivalent at the junior college
2828 district and:
2929 (A) subsequently transfer to:
3030 (i) a general academic teaching
3131 institution, as that term is defined by Section 61.003; or
3232 (ii) a private or independent institution
3333 of higher education, as that term is defined by Section 61.003, that
3434 offers four-year degree programs; or
3535 (B) are enrolled in a structured co-enrollment
3636 program, as authorized by coordinating board rule; and
3737 (3) the number of students who complete a sequence of
3838 at least 15 semester credit hours or the equivalent for dual credit
3939 or dual enrollment courses, as defined by coordinating board rule,
4040 that apply toward academic or workforce program requirements at the
4141 postsecondary level.
4242 SECTION 2. This Act takes effect September 1, 2025.
