| 14 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 15 | 13 | | SECTION 1. Section 351.157, Tax Code, is amended by adding |

| 16 | 14 | | Subsection (b-1) to read as follows: |

| 17 | 15 | | (b-1) In addition to the municipalities described by |
|---|
| 18 | 16 | | Subsection (b), this section applies to a municipality described by |
|---|
| 19 | 17 | | Section 351.152(12) that has a population of 130,000 or more. |

| 20 | 18 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 21 | 19 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 22 | 20 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 23 | 21 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 24 | 22 | | Act takes effect September 1, 2025. |
