| 9 | 9 | | relating to the establishment of a grant program for school |

| 10 | 10 | | district or open-enrollment charter school campuses that are |
|---|
| 11 | 11 | | designated as full-service community schools. |
|---|
| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Subchapter Z, Chapter 33, Education Code, is |
|---|
| 14 | 14 | | amended by adding Section 33.910 to read as follows: |
|---|
| 15 | 15 | | Sec. 33.910. GRANT PROGRAM FOR FULL-SERVICE COMMUNITY |
|---|
| 16 | 16 | | SCHOOLS. (a) From funds appropriated or otherwise available for |
|---|
| 17 | 17 | | that purpose, the commissioner shall establish a program to provide |
|---|
| 18 | 18 | | grants to school districts and open-enrollment charter schools with |
|---|
| 19 | 19 | | campuses designated by the commissioner as full-service community |
|---|
| 20 | 20 | | schools. |
|---|
| 21 | 21 | | (b) The commissioner may designate a school district or |
|---|
| 22 | 22 | | open-enrollment charter school campus as a full-service community |
|---|
| 23 | 23 | | school if the campus provides comprehensive academic, social, and |
|---|
| 24 | 24 | | health services for students, students' family members, and |
|---|
| 25 | 25 | | community members that result in improved educational outcomes. |
|---|
| 26 | 26 | | Services provided by a campus may include: |
|---|
| 27 | 27 | | (1) high-quality early learning programs and |
|---|
| 28 | 28 | | services; |
|---|
| 29 | 29 | | (2) compensatory and remedial education services, |
|---|
| 30 | 30 | | aligned with academic supports and other enrichment activities to |
|---|
| 31 | 31 | | provide students with a comprehensive academic program; |
|---|
| 32 | 32 | | (3) family engagement, including parental |
|---|
| 33 | 33 | | involvement, parental leadership, family literacy, and parent |
|---|
| 34 | 34 | | education programs; |
|---|
| 35 | 35 | | (4) mentoring and other youth development programs; |
|---|
| 36 | 36 | | (5) community service and service learning |
|---|
| 37 | 37 | | opportunities; |
|---|
| 38 | 38 | | (6) programs that provide assistance to students who |
|---|
| 39 | 39 | | have: |
|---|
| 40 | 40 | | (A) been chronically absent; |
|---|
| 41 | 41 | | (B) engaged in truant behavior; or |
|---|
| 42 | 42 | | (C) been suspended or expelled; |
|---|
| 43 | 43 | | (7) job training and career counseling services; |
|---|
| 44 | 44 | | (8) nutrition services and physical activities; |
|---|
| 45 | 45 | | (9) primary health and dental care services; |
|---|
| 46 | 46 | | (10) mental health services; |
|---|
| 47 | 47 | | (11) activities that improve access to and use of |
|---|
| 48 | 48 | | social service programs; |
|---|
| 49 | 49 | | (12) programs that promote family financial |
|---|
| 50 | 50 | | stability; and |
|---|
| 51 | 51 | | (13) adult education programs, including programs for |
|---|
| 52 | 52 | | providing instruction in English as a second language to adults. |
|---|
| 53 | 53 | | (c) The commissioner may solicit and accept gifts, grants, |
|---|
| 54 | 54 | | and donations from any public or private source for the purposes of |
|---|
| 55 | 55 | | this section. |
|---|
| 56 | 56 | | (d) The commissioner shall adopt rules as necessary to |
|---|
| 57 | 57 | | establish and administer the grant program for full-service |
|---|
| 58 | 58 | | community schools under this section. |
|---|
| 59 | 59 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 60 | 60 | | of this Act, the commissioner of education shall adopt rules for the |
|---|
| 61 | 61 | | administration of Section 33.910, Education Code, as added by this |
|---|
| 62 | 62 | | Act. |
|---|
| 63 | 63 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 64 | 64 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 65 | 65 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 66 | 66 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 67 | 67 | | Act takes effect September 1, 2025. |
