77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the establishment of a grant program for school
1010 district or open-enrollment charter school campuses that are
1111 designated as full-service community schools.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter Z, Chapter 33, Education Code, is
1414 amended by adding Section 33.910 to read as follows:
1515 Sec. 33.910. GRANT PROGRAM FOR FULL-SERVICE COMMUNITY
1616 SCHOOLS. (a) From funds appropriated or otherwise available for
1717 that purpose, the commissioner shall establish a program to provide
1818 grants to school districts and open-enrollment charter schools with
1919 campuses designated by the commissioner as full-service community
2020 schools.
2121 (b) The commissioner may designate a school district or
2222 open-enrollment charter school campus as a full-service community
2323 school if the campus provides comprehensive academic, social, and
2424 health services for students, students' family members, and
2525 community members that result in improved educational outcomes.
2626 Services provided by a campus may include:
2727 (1) high-quality early learning programs and
2828 services;
2929 (2) compensatory and remedial education services,
3030 aligned with academic supports and other enrichment activities to
3131 provide students with a comprehensive academic program;
3232 (3) family engagement, including parental
3333 involvement, parental leadership, family literacy, and parent
3434 education programs;
3535 (4) mentoring and other youth development programs;
3636 (5) community service and service learning
3737 opportunities;
3838 (6) programs that provide assistance to students who
3939 have:
4040 (A) been chronically absent;
4141 (B) engaged in truant behavior; or
4242 (C) been suspended or expelled;
4343 (7) job training and career counseling services;
4444 (8) nutrition services and physical activities;
4545 (9) primary health and dental care services;
4646 (10) mental health services;
4747 (11) activities that improve access to and use of
4848 social service programs;
4949 (12) programs that promote family financial
5050 stability; and
5151 (13) adult education programs, including programs for
5252 providing instruction in English as a second language to adults.
5353 (c) The commissioner may solicit and accept gifts, grants,
5454 and donations from any public or private source for the purposes of
5555 this section.
5656 (d) The commissioner shall adopt rules as necessary to
5757 establish and administer the grant program for full-service
5858 community schools under this section.
5959 SECTION 2. As soon as practicable after the effective date
6060 of this Act, the commissioner of education shall adopt rules for the
6161 administration of Section 33.910, Education Code, as added by this
6262 Act.
6363 SECTION 3. This Act takes effect immediately if it receives
6464 a vote of two-thirds of all the members elected to each house, as
6565 provided by Section 39, Article III, Texas Constitution. If this
6666 Act does not receive the vote necessary for immediate effect, this
6767 Act takes effect September 1, 2025.
