7	7	A BILL TO BE ENTITLED
8	8	AN ACT
9	9	relating to a pay raise for certain state employees.
10	10	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	11	SECTION 1. Except as provided by Section 2 of this Act, for
12	12	the state fiscal biennium beginning September 1, 2025:
13	13	(1) each full-time employee of a state agency,
14	14	including an institution of higher education as defined by Section
15	15	61.003, Education Code, is entitled to an increase in the
16	16	employee's gross annual salary for each state fiscal year of that
17	17	biennium in an amount equal to $10,000; and
18	18	(2) each part-time employee of a state agency,
19	19	including an institution of higher education as defined by Section
20	20	61.003, Education Code, is entitled to an increase in the
21	21	employee's gross annual salary for each state fiscal year of that
22	22	biennium in an amount that is equal to the product of:
23	23	(A) the ratio between the number of hours the
24	24	employee works and the number of hours required of a full-time
25	25	employee; and
26	26	(B) $10,000.
27	27	SECTION 2. Section 1 of this Act does not apply to a member
28	28	of the legislature or to a member of a board, commission, or other
29	29	governing body of a state agency, including an institution of
30	30	higher education as defined by Section 61.003, Education Code, who
31	31	may receive a per diem or expense reimbursement but not a salary for
32	32	full-time employment.
33	33	SECTION 3. This Act takes effect September 1, 2025.
