| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. The heading to Subchapter E, Chapter 228, |

| 13 | 13 | | Transportation Code, is amended to read as follows: |

| 14 | 14 | | SUBCHAPTER E. LIMITATION ON TOLL FACILITY DESIGNATION, TOLL |
|---|
| 15 | 15 | | COLLECTION, LANE RESTRICTIONS, AND[;] CONVERSION OF NONTOLLED |

| 17 | 17 | | SECTION 2. Subchapter E, Chapter 228, Transportation Code, |

| 18 | 18 | | is amended by adding Section 228.208 to read as follows: |

| 19 | 19 | | Sec. 228.208. LANE RESTRICTIONS ON PORTION OF INTERSTATE |
|---|
| 20 | 20 | | HIGHWAY 635 PROHIBITED. Notwithstanding any other provision of |
|---|
| 21 | 21 | | this subtitle, the department may not place a lane restriction, |
|---|
| 22 | 22 | | including charging a toll or implementing managed lanes, either |
|---|
| 23 | 23 | | directly or indirectly through an agreement with another entity, on |
|---|
| 24 | 24 | | the portion of Interstate Highway 635 between its intersection with |
|---|
| 25 | 25 | | Interstate Highway 30 and its intersection with U.S. Highway 75. |
|---|
| 26 | 26 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 27 | 27 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 28 | 28 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 29 | 29 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 30 | 30 | | Act takes effect September 1, 2025. |
