Methodology The Historical Commission, in coordination with the Advisory Commission, assumes funding for the grant program of $250,000 per fiscal year. THC indicates 2.0 FTEs would be required to manage the grant program and the educator preparation pilot program. This would include 1.0 Education Specialist IV and 1.0 Program Specialist IV.The cost for the new FTEs including salaries, wages and benefits, is estimated to be $212,865 per fiscal year. Other ongoing expenses for the THC including travel, rent, consumable supplies, fuels and lubricants, other operating expenses, and other personnel expenses are estimated at $36,928 per fiscal year. Additionally, the agency anticipates a professional services cost of $156,144 in fiscal year 2026, $131,144 in fiscal year 2027, and $81,144 in each subsequent fiscal year.It is assumed that any costs for institutions of higher education associated with the educator preparation pilot program would be absorbed within existing resources. Technology The THC anticipates a onetime technology cost of $10,000 in fiscal year 2026 for laptops, software and related items, and an additional $10,000 in fiscal year 2030 for the agency's technology replacement cycle. Local Government Impact Regional education service centers may incur costs associated with the implementation of Section 8.065, Education Code, to expand educator training and classroom education opportunities regarding Holocaust education in collaboration with Holocaust Museums.School districts and open-enrollment charter schools may incur costs incurred with the implementation of the reporting requirement outlined in Section 29.9072, Education Code, for Holocaust Remembrance Week instruction.
