9 | 9 | relating to the authority of a political subdivision to establish | |

11 | 11 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
12 | 12 | SECTION 1. Chapter 140, Local Government Code, is amended | |
13 | 13 | by adding Section 140.014 to read as follows: | |
14 | 14 | Sec. 140.014. PROHIBITION ON GUARANTEED INCOME PROGRAM. | |
15 | 15 | (a) In this section, "guaranteed income program" means a program | |
16 | 16 | under which an individual is issued an unconditional cash payment | |
17 | 17 | on a regular basis to be used by the individual for any purpose | |
18 | 18 | without regard to the individual's circumstances. | |
19 | 19 | (b) Notwithstanding any other law, a political subdivision | |
20 | 20 | may not adopt or enforce an ordinance, order, or other regulation | |
21 | 21 | that establishes or provides for the operation of a guaranteed | |
22 | 22 | income program. | |
23 | 23 | SECTION 2. This Act takes effect immediately if it receives | |
24 | 24 | a vote of two-thirds of all the members elected to each house, as | |
25 | 25 | provided by Section 39, Article III, Texas Constitution. If this | |
26 | 26 | Act does not receive the vote necessary for immediate effect, this | |
27 | 27 | Act takes effect September 1, 2025. |
