77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study regarding the effects of perfluoroalkyl and
1010 polyfluoroalkyl chemicals on public health.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. STUDY. The president of the University of
1313 Houston shall designate a department or entity at the university to
1414 conduct, in collaboration with the Railroad Commission of Texas and
1515 the Texas Commission on Environmental Quality, a study on the
1616 effects of perfluoroalkyl and polyfluoroalkyl chemicals on public
1717 health. The study must include an assessment of the health impact of
1818 perfluoroalkyl and polyfluoroalkyl chemicals found in:
1919 (1) produce, meat, and other food and beverage
2020 products, including their packaging;
2121 (2) groundwater, rivers, lakes, reservoirs, and other
2222 water sources used to supply the public with drinking water; and
2323 (3) equipment or materials that:
2424 (A) likely contain perfluoroalkyl and
2525 polyfluoroalkyl chemicals; and
2626 (B) regularly come in contact with
2727 professionals, including firefighters and chemical manufacturing
2828 workers.
2929 SECTION 2. REPORT. Not later than December 1, 2026,
3030 the department or entity at the University of Houston designated
3131 by the president of the university to conduct the study under
3232 Section 1 of this Act shall prepare a report with the conclusions of
3333 the study and submit the report to the legislature.
3434 SECTION 3. EXPIRATION. This Act expires December 31, 2026.
3535 SECTION 4. EFFECTIVE DATE. This Act takes effect September
3636 1, 2025.
