77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to endometriosis and menstrual disorders education and
1010 informational materials for public school students.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter A, Chapter 28, Education Code, is
1313 amended by adding Section 28.0044 to read as follows:
1414 Sec. 28.0044. ENDOMETRIOSIS AND MENSTRUAL DISORDERS
1515 EDUCATION AND INFORMATIONAL MATERIALS. (a) In this section,
1616 "age-appropriate" means suitable to particular ages or age groups
1717 of children or adolescents, based on developing cognitive,
1818 emotional, and behavioral capacity typical for the age or age
1919 group.
2020 (b) A school district may provide to students education and
2121 informational materials regarding endometriosis and menstrual
2222 disorders at grade levels and in courses considered appropriate by
2323 the district.
2424 (c) The State Board of Education by rule shall adopt a list
2525 of age-appropriate informational materials regarding endometriosis
2626 and menstrual disorders and symptoms of endometriosis and menstrual
2727 disorders. The materials must include information on:
2828 (1) the timing, signs, and symptoms of endometriosis
2929 and menstrual disorders;
3030 (2) the importance of menstrual health and the impact
3131 of menstrual health on a person's physical and emotional
3232 well-being, social interactions, and academic performance;
3333 (3) basic statistics on endometriosis and menstrual
3434 disorders;
3535 (4) best practices regarding methods to advocate for
3636 one's own health care; and
3737 (5) basic treatment options for endometriosis and
3838 menstrual disorders and recommendations for follow-up care from a
3939 health care provider.
4040 (d) The State Board of Education shall make available to a
4141 school district on request any informational materials included on
4242 the list adopted under Subsection (c).
4343 SECTION 2. This Act applies beginning with the 2025-2026
4444 school year.
4545 SECTION 3. This Act takes effect immediately if it receives
4646 a vote of two-thirds of all the members elected to each house, as
4747 provided by Section 39, Article III, Texas Constitution. If this
4848 Act does not receive the vote necessary for immediate effect, this
4949 Act takes effect September 1, 2025.
