| 10 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 14 | | SECTION 1. Chapter 328, Government Code, is repealed. |
|---|
| 12 | 15 | | SECTION 2. Section 493.027(b), Government Code, is amended |
|---|
| 13 | 16 | | to read as follows: |
|---|
| 14 | 17 | | (b) The director annually shall submit a report to each |
|---|
| 15 | 18 | | standing committee of the legislature with primary jurisdiction |
|---|
| 16 | 19 | | over the department [the Criminal Justice Legislative Oversight |
|---|
| 17 | 20 | | Committee] on the outcome of any meetings held under this section. |
|---|
| 18 | 21 | | The report must: |
|---|
| 19 | 22 | | (1) be signed by the director and each representative |
|---|
| 20 | 23 | | of an employee organization described by Subsection (a) that |
|---|
| 21 | 24 | | participates in the meetings; and |
|---|
| 22 | 25 | | (2) include a statement from each party regarding the |
|---|
| 23 | 26 | | impact of the meetings on the recruitment and retention of |
|---|
| 24 | 27 | | department employees and on employee morale. |
|---|
| 25 | 28 | | SECTION 3. Section 508.1445(a), Government Code, is amended |
|---|
| 26 | 29 | | to read as follows: |
|---|
| 27 | 30 | | (a) The board annually shall submit a report to [the |
|---|
| 28 | 31 | | Criminal Justice Legislative Oversight Committee,] the lieutenant |
|---|
| 29 | 32 | | governor, the speaker of the house of representatives, and the |
|---|
| 30 | 33 | | presiding officers of the standing committees in the senate and |
|---|
| 31 | 34 | | house of representatives primarily responsible for criminal |
|---|
| 32 | 35 | | justice regarding the board's application of the parole guidelines |
|---|
| 33 | 36 | | adopted under Section 508.144. |
|---|
| 34 | 37 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 35 | 38 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 36 | 39 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 37 | 40 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 38 | 41 | | Act takes effect September 1, 2025. |
