| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 1.34(b), Chapter 626, Acts of the 73rd |
|---|
| 11 | 11 | | Legislature, Regular Session, 1993, is amended to read as follows: |

| 12 | 12 | | (b) Water withdrawn from the aquifer may not be transported |
|---|
| 13 | 13 | | outside the boundaries of the authority via pipeline or other means |
|---|
| 14 | 14 | | for any purpose. Water withdrawn from the aquifer must be used |
|---|
| 15 | 15 | | within: |
|---|
| 16 | 16 | | (1) the boundaries of the authority; or |
|---|
| 17 | 17 | | (2) the certificated area of a retail public utility |
|---|
| 18 | 18 | | according to a certificate of convenience and necessity, as the |
|---|
| 19 | 19 | | certificate existed on September 1, 2025, any part of which was |
|---|
| 20 | 20 | | located within the boundaries of the authority on June 28, 1996. |
|---|
| 21 | 21 | | SECTION 2. This Act takes effect September 1, 2025. |
