| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter B, Chapter 551, Transportation Code, |
|---|
| 13 | 13 | | is amended by adding Sections 551.108 and 551.109 to read as |
|---|
| 14 | 14 | | follows: |
|---|
| 15 | 15 | | Sec. 551.108. BICYCLIST APPROACHING STOP SIGN. The |
|---|
| 16 | 16 | | provisions of Sections 544.010(a) and 545.151(a) applicable to stop |
|---|
| 17 | 17 | | signs do not apply to a person operating a bicycle. A person |
|---|
| 18 | 18 | | operating a bicycle shall comply with the provisions of Section |
|---|
| 19 | 19 | | 545.153 applicable to yield signs when approaching an intersection |
|---|
| 20 | 20 | | or a railroad crossing with a stop sign. |
|---|
| 21 | 21 | | Sec. 551.109. BICYCLIST APPROACHING CERTAIN |
|---|
| 22 | 22 | | TRAFFIC-CONTROL SIGNALS AND FLASHING SIGNALS. The provisions of |
|---|
| 23 | 23 | | Sections 544.007(d), 544.008(a), and 545.151(a) applicable to a |
|---|
| 24 | 24 | | vehicle facing a steady red signal or a flashing red signal do not |
|---|
| 25 | 25 | | apply to a person operating a bicycle. A person operating a bicycle |
|---|
| 26 | 26 | | shall comply with the provisions of Section 545.153 applicable to |
|---|
| 27 | 27 | | yield signs when approaching an intersection with a steady red |
|---|
| 28 | 28 | | signal or a flashing red signal. |
|---|
| 29 | 29 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 30 | 30 | | to an offense committed on or after the effective date of this Act. |
|---|
| 31 | 31 | | An offense committed before the effective date of this Act is |
|---|
| 32 | 32 | | governed by the law in effect on the date the offense was committed, |
|---|
| 33 | 33 | | and the former law is continued in effect for that purpose. For |
|---|
| 34 | 34 | | purposes of this section, an offense was committed before the |
|---|
| 35 | 35 | | effective date of this Act if any element of the offense occurred |
|---|
| 36 | 36 | | before that date. |
|---|
| 37 | 37 | | SECTION 3. This Act takes effect September 1, 2025. |
