77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study on the prevalence and tracking of heat-related
1010 deaths in this state.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. (a) In this section, "department" means the
1313 Department of State Health Services.
1414 (b) The department, in collaboration with the Dell Medical
1515 School at The University of Texas at Austin, shall conduct a study
1616 on the prevalence of heat-related deaths and the ability of
1717 counties to track those deaths.
1818 (c) In conducting the study, the department shall:
1919 (1) determine existing resources available to
2020 counties to track heat-related deaths;
2121 (2) determine the resources necessary to assist
2222 counties in preventing, tracking, and reporting heat-related
2323 deaths;
2424 (3) identify barriers counties face in tracking and
2525 reporting heat-related deaths; and
2626 (4) gather any additional information necessary to
2727 identify factors contributing to heat-related deaths and criteria
2828 distinguishing a heat-related death from other natural causes of
2929 death.
3030 (d) The department may collaborate with medical examiners
3131 and other relevant personnel in conducting the study.
3232 (e) Not later than December 1, 2026, the department shall
3333 submit to the governor, the lieutenant governor, the speaker of the
3434 house of representatives, and each standing legislative committee
3535 with primary jurisdiction over public health and safety a written
3636 report that includes:
3737 (1) a summary of the results of the study conducted
3838 under this section; and
3939 (2) any recommendations for legislative or other
4040 action.
4141 (f) This section expires September 1, 2027.
4242 SECTION 2. This Act takes effect September 1, 2025.
