6	9		SENATE CONCURRENT RESOLUTION
7	10		WHEREAS, State law stipulates in Section 2165.256,
8	11		Government Code, that a person specified in a concurrent resolution
9	12		adopted by the legislature is eligible for burial in the State
10	13		Cemetery if the State Cemetery Committee finds that the person has
11	14		made a significant contribution to Texas history and, based on that
12	15		finding, approves the person's burial; and
13	16		WHEREAS, A graduate of The University of Texas School of Law,
14	17		Guy Herman was first elected as Travis County probate judge in 1985;
15	18		he has demonstrated exceptional wisdom and compassion in the
16	19		adjudication of sensitive matters relating to wills and estates,
17	20		guardianships, and mental health commitments, and as the county
18	21		population has doubled, he has overseen the growth of the court,
19	22		training and guiding associate judges and mentoring many law clerks
20	23		who have gone on to success in probate practices; and
21	24		WHEREAS, During his long tenure as presiding judge for the
22	25		Statutory Probate Judges of Texas, Judge Herman has rendered
23	26		exceptional service to the legal community and the legislature,
24	27		recommending beneficial changes to state laws and collaborating
25	28		effectively on legislative matters with the Real Estate, Probate,
26	29		and Trust Law sections of the State Bar of Texas; in 1993, he was
27	30		elected president of the Texas College of Probate Judges, and he has
28	31		served on numerous statewide and Supreme Court task forces over the
29	32		years; and
30	33		WHEREAS, From the very beginning of his career on the bench,
31	34		Judge Herman has worked to protect vulnerable populations; his
32	35		efforts have been crucial in preserving optimal autonomy and
33	36		independence for individuals with mental illness and in the
34	37		widespread adoption of warrantless detention rather than jailing
35	38		defendants prior to mental health treatment; moreover, he played a
36	39		key role in the development of the county's hospital district,
37	40		which provides primary, specialty, behavioral, and dental health
38	41		care to residents with insufficient resources; in recent years, he
39	42		has been instrumental in the creation of the Assisted Outpatient
40	43		Services approach to meet mental health needs of defendants; Travis
41	44		County Integral Care recognized his outstanding record of service
42	45		by naming its short-term residential psychiatric treatment
43	46		facility the Judge Guy Herman Center for Mental Health Crisis Care
44	47		in his honor; and
45	48		WHEREAS, In light of his noteworthy contributions to the Lone
46	49		Star State, it is fitting that the Honorable Guy Herman be allowed
47	50		to designate the State Cemetery as his final resting place; now,
48	51		therefore, be it
49	52		RESOLVED, That the 89th Legislature of the State of Texas
50	53		hereby authorize the burial of Guy Herman in the State Cemetery,
51	54		provided that his application for assignment of burial space is
52	55		approved by the State Cemetery Committee as required by law.
