69 SENATE CONCURRENT RESOLUTION
710 WHEREAS, State law stipulates in Section 2165.256,
811 Government Code, that a person specified in a concurrent resolution
912 adopted by the legislature is eligible for burial in the State
1013 Cemetery if the State Cemetery Committee finds that the person has
1114 made a significant contribution to Texas history and, based on that
1215 finding, approves the person's burial; and
1316 WHEREAS, A graduate of The University of Texas School of Law,
1417 Guy Herman was first elected as Travis County probate judge in 1985;
1518 he has demonstrated exceptional wisdom and compassion in the
1619 adjudication of sensitive matters relating to wills and estates,
1720 guardianships, and mental health commitments, and as the county
1821 population has doubled, he has overseen the growth of the court,
1922 training and guiding associate judges and mentoring many law clerks
2023 who have gone on to success in probate practices; and
2124 WHEREAS, During his long tenure as presiding judge for the
2225 Statutory Probate Judges of Texas, Judge Herman has rendered
2326 exceptional service to the legal community and the legislature,
2427 recommending beneficial changes to state laws and collaborating
2528 effectively on legislative matters with the Real Estate, Probate,
2629 and Trust Law sections of the State Bar of Texas; in 1993, he was
2730 elected president of the Texas College of Probate Judges, and he has
2831 served on numerous statewide and Supreme Court task forces over the
2932 years; and
3033 WHEREAS, From the very beginning of his career on the bench,
3134 Judge Herman has worked to protect vulnerable populations; his
3235 efforts have been crucial in preserving optimal autonomy and
3336 independence for individuals with mental illness and in the
3437 widespread adoption of warrantless detention rather than jailing
3538 defendants prior to mental health treatment; moreover, he played a
3639 key role in the development of the county's hospital district,
3740 which provides primary, specialty, behavioral, and dental health
3841 care to residents with insufficient resources; in recent years, he
3942 has been instrumental in the creation of the Assisted Outpatient
4043 Services approach to meet mental health needs of defendants; Travis
4144 County Integral Care recognized his outstanding record of service
4245 by naming its short-term residential psychiatric treatment
4346 facility the Judge Guy Herman Center for Mental Health Crisis Care
4447 in his honor; and
4548 WHEREAS, In light of his noteworthy contributions to the Lone
4649 Star State, it is fitting that the Honorable Guy Herman be allowed
4750 to designate the State Cemetery as his final resting place; now,
4851 therefore, be it
4952 RESOLVED, That the 89th Legislature of the State of Texas
5053 hereby authorize the burial of Guy Herman in the State Cemetery,
5154 provided that his application for assignment of burial space is
5255 approved by the State Cemetery Committee as required by law.
