611 SENATE CONCURRENT RESOLUTION
712 WHEREAS, The Panama Canal is a vital maritime passage that
813 facilitates trade and ensures the efficient movement of goods
914 between the Atlantic and Pacific Oceans; and
1015 WHEREAS, The expansion of the Panama Canal has significantly
1116 increased the volume of cargo passing through the waterway,
1217 benefiting the shipping industry and the economies of the United
1318 States and Texas; and
1419 WHEREAS, The ports of Texas serve as critical hubs and are
1520 directly impacted by the efficiency and security of the Panama
1621 Canal; and
1722 WHEREAS, Texas ports handle a substantial portion of U.S.
1823 exports, including energy products such as liquefied natural gas
1924 (LNG), crude oil, and refined petroleum, as well as agricultural
2025 goods and manufactured products; and
2126 WHEREAS, The economic prosperity of the State of Texas and
2227 the broader United States depends on the continued free flow of
2328 goods through the Panama Canal to support supply chains, trade
2429 agreements, and domestic industries; and
2530 WHEREAS, Ensuring the security and stability of the Panama
2631 Canal is essential for maintaining U.S. national security
2732 interests, preventing disruptions of trade, and countering foreign
2833 influence in the region; and
2934 WHEREAS, Investments in Texas ports, infrastructure, and
3035 trade partnerships reinforce the strategic position of the United
3136 States as a global economic leader; now, therefore, be it
3237 RESOLVED, That the 89th Legislature of the State of Texas
3338 hereby recognize the strategic importance of the Panama Canal to
3439 the economic strength of the United States and the State of Texas;
3540 and, be it further
3641 RESOLVED, That the Texas Legislature support continued
3742 investment in Texas ports and infrastructure to maximize the
3843 benefits of global trade and ensure long-term economic
3944 competitiveness; and, be it further
4045 RESOLVED, That the Texas Legislature urge the Trump
4146 Administration to prioritize diplomatic engagement with Panama to
4247 maintain the security, efficiency, and accessibility of the canal
4348 for U.S. commerce; and, be it further
4449 RESOLVED, That the Texas Legislature encourage policies that
4550 enhance the ability of Texas industries to compete in global
4651 markets through reliable and cost-effective shipping channels;
4752 and, be it further
4853 RESOLVED, That the Texas Legislature call for collaboration
4954 between federal, state, and private sector stakeholders to
5055 strengthen supply chain resilience and safeguard U.S. economic
5156 interests; and, be it further
5257 RESOLVED, That the Texas secretary of state forward official
5358 copies of this resolution to the president of the United States, to
5459 the president of the Senate and the speaker of the House of
5560 Representatives of the United States Congress, and to all the
5661 members of the Texas delegation to Congress with the request that
5762 this resolution be entered in the Congressional Record as a
5863 memorial to the Congress of the United States of America.
