77 CONCURRENT RESOLUTION
88 WHEREAS, The State of Texas operates under a constitutional
99 mandate to maintain a balanced budget, a discipline that has
1010 safeguarded the state's financial integrity and ensured that
1111 taxpayer dollars are spent responsibly; and
1212 WHEREAS, While Texas has demonstrated that fiscal discipline
1313 and conservative budget practices lead to economic growth and
1414 stability, the federal government has recklessly accumulated over
1515 $33 trillion in national debt, with annual deficits that reflect
1616 irresponsible spending and a dangerous disregard for future
1717 generations; and
1818 WHEREAS, Wasteful federal spending, bloated bureaucracies,
1919 and a refusal to live within its means have not only burdened
2020 American taxpayers but also threatened the nation's economic
2121 security and its position as a global leader; and
2222 WHEREAS, The Texas Legislature, through prudent financial
2323 stewardship, invests in critical priorities such as
2424 infrastructure, public safety, and education without resorting to
2525 massive deficits or mortgaging the future of its citizens; and
2626 WHEREAS, The federal government's failure to balance its
2727 budget undermines the principles of accountability and fiscal
2828 conservatism, principles that Texans demand and deserve from all
2929 levels of government; and
3030 WHEREAS, The Texas model of conservative governance and
3131 fiscal responsibility offers a clear and proven example for the
3232 federal government to follow in order to restore public trust and
3333 ensure long-term economic prosperity; now, therefore, be it
3434 RESOLVED, That the 89th Legislature of the State of Texas
3535 hereby urge Congress to enact a balanced budget requirement to end
3636 the cycle of deficits and debt; and, be it further
3737 RESOLVED, That the Texas Legislature condemn the reckless and
3838 wasteful spending practices of the federal government; and, be it
3939 further
4040 RESOLVED, That the Texas secretary of state forward official
4141 copies of this resolution to the president of the United States, to
4242 the president of the Senate and the speaker of the House of
4343 Representatives of the United States Congress, and to all the
4444 members of the Texas delegation to Congress with the request that
4545 this resolution be entered in the Congressional Record as a
4646 memorial to the Congress of the United States of America.
