610 SENATE CONCURRENT RESOLUTION
711 WHEREAS, An independent United States Supreme Court is an
812 essential element of America's system of checks and balances that
913 protects our constitutional rights; and
1014 WHEREAS, For more than 150 years, the U.S. Supreme Court has
1115 been composed of nine justices; and
1216 WHEREAS, The president and Congress should be prohibited from
1317 undermining the independence of the court by changing the number of
1418 appointed justices; now, therefore, be it
1519 RESOLVED, That the 89th Legislature of the State of Texas
1620 hereby respectfully urge the Congress of the United States to
1721 propose and submit to the states for ratification the "Keep Nine"
1822 amendment to the United States Constitution, stating that "The
1923 Supreme Court of the United States shall be composed of nine
2024 justices"; and, be it further
2125 RESOLVED, That the Texas secretary of state forward official
2226 copies of this resolution to the president of the United States, to
2327 the president of the Senate and the speaker of the House of
2428 Representatives of the United States Congress, and to all the
2529 members of the Texas delegation to Congress with the request that
2630 this resolution be entered in the Congressional Record as a
2731 memorial to the Congress of the United States of America.
