| 7 | 11 | | WHEREAS, An independent United States Supreme Court is an |
|---|
| 8 | 12 | | essential element of America's system of checks and balances that |
|---|
| 9 | 13 | | protects our constitutional rights; and |
|---|
| 10 | 14 | | WHEREAS, For more than 150 years, the U.S. Supreme Court has |
|---|
| 11 | 15 | | been composed of nine justices; and |
|---|
| 12 | 16 | | WHEREAS, The president and Congress should be prohibited from |
|---|
| 13 | 17 | | undermining the independence of the court by changing the number of |
|---|
| 14 | 18 | | appointed justices; now, therefore, be it |
|---|
| 15 | 19 | | RESOLVED, That the 89th Legislature of the State of Texas |
|---|
| 16 | 20 | | hereby respectfully urge the Congress of the United States to |
|---|
| 17 | 21 | | propose and submit to the states for ratification the "Keep Nine" |
|---|
| 18 | 22 | | amendment to the United States Constitution, stating that "The |
|---|
| 19 | 23 | | Supreme Court of the United States shall be composed of nine |
|---|
| 20 | 24 | | justices"; and, be it further |

| 21 | 25 | | RESOLVED, That the Texas secretary of state forward official |

| 22 | 26 | | copies of this resolution to the president of the United States, to |

| 23 | 27 | | the president of the Senate and the speaker of the House of |
|---|
| 24 | 28 | | Representatives of the United States Congress, and to all the |
|---|
| 25 | 29 | | members of the Texas delegation to Congress with the request that |
|---|
