77 A JOINT RESOLUTION
88 proposing a constitutional amendment clarifying that a qualified
99 voter in this state must be a United States citizen.
1010 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 2(a), Article VI, Texas Constitution, is
1212 amended to read as follows:
1313 (a) Only a [Every] person subject to none of the
1414 disqualifications provided by Section 1 of this article or by a law
1515 enacted under that section who is a citizen of the United States and
1616 who is a resident of this state shall be deemed a qualified voter in
1717 any election held in this state; provided, however, that before
1818 offering to vote at an election a voter shall have registered, but
1919 such requirement for registration shall not be considered a
2020 qualification of a voter within the meaning of the term "qualified
2121 voter" as used in any other Article of this Constitution in respect
2222 to any matter except qualification and eligibility to vote at an
2323 election.
2424 SECTION 2. This proposed constitutional amendment shall be
2525 submitted to the voters at an election to be held November 4, 2025.
2626 The ballot shall be printed to permit voting for or against the
2727 proposition: "The constitutional amendment clarifying that a
2828 qualified voter in this state must be a United States citizen."
