10 | 10 | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
11 | 11 | SECTION 1. Section 2(a), Article VI, Texas Constitution, is | |
12 | 12 | amended to read as follows: | |
13 | 13 | (a) Only a [Every] person subject to none of the | |
14 | 14 | disqualifications provided by Section 1 of this article or by a law | |
15 | 15 | enacted under that section who is a citizen of the United States and | |
16 | 16 | who is a resident of this state shall be deemed a qualified voter in | |
17 | 17 | any election held in this state; provided, however, that before | |
18 | 18 | offering to vote at an election a voter shall have registered, but | |
19 | 19 | such requirement for registration shall not be considered a | |
20 | 20 | qualification of a voter within the meaning of the term "qualified | |
21 | 21 | voter" as used in any other Article of this Constitution in respect | |
22 | 22 | to any matter except qualification and eligibility to vote at an | |
23 | 23 | election. | |
24 | 24 | SECTION 2. This proposed constitutional amendment shall be | |
25 | 25 | submitted to the voters at an election to be held November 4, 2025. | |
26 | 26 | The ballot shall be printed to permit voting for or against the | |
27 | 27 | proposition: "The constitutional amendment clarifying that a | |
28 | 28 | qualified voter in this state must be a United States citizen." |
