77 A JOINT RESOLUTION
88 proposing a constitutional amendment protecting children by
99 allowing for retroactive laws regarding civil causes of action
1010 arising out of child sexual abuse.
1111 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 16, Article I, Texas Constitution, is
1313 amended to read as follows:
1414 Sec. 16. (a) Except as provided by Subsection (b), no [No]
1515 bill of attainder, ex post facto law, retroactive law, or any law
1616 impairing the obligation of contracts, shall be made.
1717 (b) Retroactive laws may be made as to a civil cause of
1818 action arising out of child sexual abuse.
1919 SECTION 2. This proposed constitutional amendment shall be
2020 submitted to the voters at an election to be held November 4, 2025.
2121 The ballot shall be printed to provide for voting for or against the
2222 proposition: "The constitutional amendment protecting children by
2323 allowing retroactive laws regarding civil causes of action arising
2424 out of child sexual abuse."
