12 | 12 | SECTION 1. Section 16, Article I, Texas Constitution, is | |

14 | 14 | Sec. 16. (a) Except as provided by Subsection (b), no [No] | |
15 | 15 | bill of attainder, ex post facto law, retroactive law, or any law | |
16 | 16 | impairing the obligation of contracts, shall be made. | |
17 | 17 | (b) Retroactive laws may be made as to a civil cause of | |
18 | 18 | action arising out of child sexual abuse. | |
19 | 19 | SECTION 2. This proposed constitutional amendment shall be | |
20 | 20 | submitted to the voters at an election to be held November 4, 2025. | |
21 | 21 | The ballot shall be printed to provide for voting for or against the | |
22 | 22 | proposition: "The constitutional amendment protecting children by | |
23 | 23 | allowing retroactive laws regarding civil causes of action arising | |
24 | 24 | out of child sexual abuse." |
