| 11 | 13 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 14 | | SECTION 1. Section 67, Article XVI, Texas Constitution, is |

| 13 | 15 | | amended by adding Subsection (c-1) to read as follows: |

| 14 | 16 | | (c-1) This state is not liable for any debts or other |
|---|
| 15 | 17 | | obligations of a retirement system described by Subsection (c) of |
|---|
| 16 | 18 | | this section. The legislature may not appropriate money to a |
|---|
| 17 | 19 | | retirement system described by Subsection (c) of this section to |
|---|
| 18 | 20 | | pay any debts or other obligations of the retirement system. |

| 19 | 21 | | SECTION 2. This proposed constitutional amendment shall be |

| 20 | 22 | | submitted to the voters at an election to be held November 4, 2025. |

| 21 | 23 | | The ballot shall be printed to permit voting for or against the |

| 22 | 24 | | proposition: "The constitutional amendment prohibiting the |
