| 10 | 10 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 47, Article III, Texas Constitution, is |
|---|
| 12 | 12 | | amended by amending Subsection (a) and adding Subsection (f) to |
|---|
| 13 | 13 | | read as follows: |
|---|
| 14 | 14 | | (a) The Legislature shall pass laws prohibiting lotteries |
|---|
| 15 | 15 | | and gift enterprises in this State other than those authorized by |
|---|
| 16 | 16 | | Subsections (b), (d), (d-1), [and] (e), and (f) of this section. |
|---|
| 17 | 17 | | (f) The legislature by law may authorize and regulate the |
|---|
| 18 | 18 | | placing of wagers on sporting events. A law enacted under this |
|---|
| 19 | 19 | | subsection may authorize the conduct of sports wagering only by: |
|---|
| 20 | 20 | | (1) a sports team, as defined by general law, in |
|---|
| 21 | 21 | | existence on January 1, 2025; |
|---|
| 22 | 22 | | (2) a sports organization that held in this state |
|---|
| 23 | 23 | | before January 1, 2025, sanctioned annual professional golf |
|---|
| 24 | 24 | | tournaments as part of a national tour of professional golfers; |
|---|
| 25 | 25 | | (3) a class 1 racetrack in operation on January 1, |
|---|
| 26 | 26 | | 2025; or |
|---|
| 27 | 27 | | (4) a designee of an entity described by Subdivisions |
|---|
| 28 | 28 | | (1)-(3) of this subsection. |
|---|
| 29 | 29 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 30 | 30 | | submitted to the voters at an election to be held November 4, 2025. |
|---|
| 31 | 31 | | The ballot shall be printed to permit voting for or against the |
|---|
| 32 | 32 | | proposition: "The constitutional amendment authorizing the |
|---|
| 33 | 33 | | legislature to legalize wagering in this state on certain sporting |
|---|
| 34 | 34 | | events." |
