77 A JOINT RESOLUTION
88 proposing a constitutional amendment creating the workforce
99 housing fund to facilitate the development of affordable workforce
1010 housing and transferring to that fund $2 billion from state general
1111 revenue.
1212 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Article III, Texas Constitution, is amended by
1414 adding Section 68 to read as follows:
1515 Sec. 68. (a) The workforce housing fund is created as a
1616 special fund in the state treasury. Money in the fund may be used
1717 only to provide low-interest loans to developers for the purposes
1818 of facilitating the development of affordable workforce housing.
1919 The fund shall be administered by the Texas Department of Housing
2020 and Community Affairs or that department's successor in function.
2121 (b) The fund consists of money transferred to the fund under
2222 this section.
2323 (c) The repayment of principal and interest from loans made
2424 from the fund shall be deposited to the credit of the general
2525 revenue fund.
2626 (c-1) On January 1, 2026, the comptroller shall transfer $2
2727 billion from this state's general revenue fund to the workforce
2828 housing fund. The transfer made under this subsection is not an
2929 appropriation of state tax revenues for the purposes of Section 22,
3030 Article VIII, of this constitution. This subsection expires
3131 January 1, 2029.
3232 (d) The reasonable expenses of managing the assets of the
3333 workforce housing fund shall be paid from the fund.
3434 (e) The legislature by general law shall provide for the
3535 manner in which the assets of the workforce housing fund may be
3636 used, subject to the limitations provided by this section.
3737 SECTION 2. This proposed constitutional amendment shall be
3838 submitted to the voters at an election to be held November 4, 2025.
3939 The ballot shall be printed to provide for voting for or against the
4040 proposition: "The constitutional amendment creating the workforce
4141 housing fund to facilitate the development of affordable workforce
4242 housing and transferring to that fund $2 billion from state general
4343 revenue."
